City of Florissant Launches Citywide
Infrastructure Scanning Initiative to Improve
Sidewalks, Streets, and ADA Accessibility
The City of Florissant announced a partnership with
Citian, a transportation software company founded by Professional Engineers, to
conduct a comprehensive citywide assessment of the City’s public right-of-way
infrastructure. Working alongside NV5, a national engineering and technology firm
coordinating the field data collection, this initiative will give Florissant the most
complete, objective picture of its streets, sidewalks, curb ramps, signage, and ADA-
related assets in the City’s history.
Beginning this month, specially equipped vehicles outfitted with LiDAR (Light Detection
and Ranging) sensors will travel all public streets and rights-of-way across Florissant,
covering approximately 175 centerline miles of City roadway. As these vehicles drive
each street, the LiDAR sensors capture precise, three-dimensional data about the
physical condition and location of infrastructure assets including sidewalks, curb ramps,
street pavement, traffic and regulatory signage, gutters, road cross slopes, and road
striping.

This project directly supports two key City initiatives: a Sidewalk Master Plan and a Gap
Closure Plan. Historically, without a complete and accurate citywide asset inventory, it
has been difficult to estimate where sidewalk gaps exist, which curb ramps are out of
compliance, or how to prioritize limited infrastructure budgets equitably across all
neighborhoods. ADAPT™ will provide City leadership and Public Works staff with the
objective, defensible data needed to close those gaps and prioritize investments where
they are needed most, particularly for residents who rely on accessible pedestrian
infrastructure.
The LiDAR field scanning is scheduled to start on February 28th, 2026 and go through
mid-March, 2026. The entire process, from street scan to an operational digital
infrastructure tool, is expected to be completed within approximately three months, a
timeline that would be impossible to achieve through traditional boots-on-the-ground
inspection methods.
Residents may notice scanning vehicles traveling through their neighborhoods in the
coming weeks. These vehicles are operated by trained field professionals on behalf of
the City, and all scanning activities are conducted entirely from public streets and rights-
of-way. No private property will be entered, and no personally identifiable information
will be collected. The work is designed to be completed professionally and efficiently,
with minimal disruption to daily life.
