Florissant Holds 3 Public Hearings

The Florissant City Council met for their first July meeting on Monday July 12  and held three public hearings and read several bills.

The first public hearing was about a proposed Imo’s Pizza’s a at 12895 New Halls Ferry. The site was most recently a used car lot, but will be remembered by many residents as a Steak N Shake.

David Glore and Robert Jacknewitz spoke to the council about the Imo’s. They will tear down the existing building and build a new one. It will be 1578 square feet and have 28 parking spaces. A new garbage enclosure will be added, and the building will have a pick-up window.

“There are a few mature trees on the property, which we will keep,” said Glore.

“Imo’s is trying to standardize buildings. They will have a new standardized look,” said Jacknewitz.

The restaurants usually have about 25 employees, Jacknewitz said, with up to 15 employees there at once. No one spoke in opposition to the plan and the council held a first reading on the bill that would approve the project.

The second public hearing was about a sit-down, carry-out restaurant at 3234 Parker Road call Healthy Habits Nutrition. This is near the intersection of Parker Rd. and Parker Spur. The restaurant would be called Healthy Habits Nutrition. Brittany Wayne spoke to the council about the business.

The business currently offers salads, smoothies, and other healthy foods. Wayne would like to offer more foods. They are currently offering more carry-out, she said.

Councilman Joseph Eagan asked what Wayne was doing differently. She said that when she first opened, she was zoned as a nutrition club, and she wants to change her zoning to a restaurant to be in compliance with what she is doing.

No one spoke in opposition to the plan and the council held a first reading on the bill that would approve the project.

The third public hearing was about a request for a special use permit to Event Center STL Vibez for an assembly hall at 9 Paddock Hills Shopping Center.

Breonna Hargrove spoke to the council about the proposed business. She said that she is an event planner and seamstress. She often gets asked for referrals to event spaces, so she would like to open one. She will offer sewing classes at the site, also.

The council had several questions about liquor sales and security. Hargrove said she already had a security firm lined up, and would use them any time alcohol was served.

No one spoke in opposition to the plan and the council held a first reading on the bill that would approve the project.

   In other matters, the council:

  • Passed a bill re-adoptinga procedure to disclose potential conflict of interest and substantial interest for certain officials as set forth in the Florissant Code of Ordinances.
  • Passed a bill authorizing the city to enter into a lease purchase agreement, as the lessee, with BOKF, N.A., to prepay outstanding lease obligation of the city.
  • Passed a bill amending the city code to prohibiting bars on windows of commercial establishments.
  • Continued a bill that would amend the city code to prohibit short term rentals to the next council meeting.
  • Passed a resolution supporting a grant application for renovations to the James J. Eagan Civic Center and JFK Civic Center fitness areas
  • Held a first reading for a bill that would approve the Community Development Block Grant (CDBG) for the 2020 fiscal year.
