Annexation, 3 Changes in City Charter on Apr. 2nd Ballot

Florissant residents will be asked to vote on an annexation proposal in the April 3 election. A majority of voters in both the city and the area to be annexed must approve the proposal before the annexation will take place.

The area under consideration for annexation  is an area bounded by Lindbergh on the north, Old Halls Ferry Road on the east and Coldwater Creek on the west and south. It includes about 350 homes.

Subdivisions in the area include Spring Creek Condominiums, Sunland Hills and Candlewyck. The area also includes St. Angela Merici Catholic Church and School.

The city of Florissant borders the area on the south and west, beyond Coldwater Creek. City officials say the police officers drive through the are to patrol other areas of Florissant. The area is south of  the city golf course, which is off Old Halls Ferry Road.

City Charter Ballot Issues

Also on the ballot are three proposed changes to the City Charter. The city council voted to put these changes on the ballot.

Two of the proposed changes deal with election dates. When the charter was written, it specified a certain number of days in which an election should be held in the case of a tie or if a position became vacant due to death or resignation. Now the city uses dates set by the St. Louis County Board of Election. Sometimes, these election dates may not be in the timeframe set by the charter. The proposed changes would specify that the elections take place on the next Board of Election date.

The third changes also deals with elections. Currently, the charter specifies that you must live in a ward for one year before you run for city council from that ward. The proposed amendment makes an allowance for people who are in the same house, but are in an area that was moved to another ward during redistricting. In that case, the year wait would be waived.
