Florissant Council Holds Public Hearings On 2 Restaurants, OKs Employee Pay Grades

The Florissant City Council held two public hearings and took action on several bills at the council meeting Monday night.
The first public hearing was for a special use permit for Papa John’s Pizza at 12735 New Halls Ferry Road. The restaurant is already in business. They were included in the last annexation and grandfathered in. Joseph O’Donnell, speaking for the restaurant, said there were no changes planned. “We’re just trying to get all the correct paperwork in order,” he said.
The second hearing involved a plan by China Garden restaurant to open at Shackelford and Charbonier, in the shopping center with Shop N Save. The restaurant will be primarily carry-out, but will have seating for 12. The owner already runs a restaurant on Bellefontaine Road. That restaurant will remain open.
The center is in Ward 2, represented by John Grib. “I think this is a good idea,” Grib said. “That center needs more tenants.”
The council also took action on several bills. They let a bill that would amend the regulations on off-site tent sales to die. Councilman Tom Schneider introduced the bill, which would reduce the fee for having a sale for non-profit organizations. At a previous meeting, several council members had expressed concern at how the city would define a non-profit.
The council passed a bill that would change the composition of the park board from five members with two alternates to nine members and no alternates. Board members had requested the change.
The council also passed a bill that established a minimum pay increase for employees promoted to a new pay grade.
The council postponed a bill regarding the definition of a family. Council President Keith English moved to postpone and said he would schedule a work session for the council to discuss the bill. City Building Commission Phil Lim had told the council that the city has two different definitions of family and it needs to only have one. He is concerned about situations where there is intentional deceit.
The council tabled a bill that would also a special use permit for Kidz Kastle at 1723-1735 New Florissant Road. This is near the intersection of New Florissant and Pershall, in Ward 5, represented by Keith Schildroth.
Schildroth said he supported the center, but there were traffic and safety issues with the current plan. He said he wanted to send the issue back to the city’s Planning and Zoning Commission
