The Florissant City Council met for its only December meeting this week after the Dec. 26 meeting was cancelled. The council had two public hearings scheduled, but both were postponed.
The council paused for a moment to remember former councilman Tim Lee, who died recently. Several council members, City Attorney John Hessel, and Mayor Timothy Lowery all spoke of their admiration for Lee. Several recalled how helpful he was when they started on the council. Several also knew him from other activities, such as Old Town Partners and other groups.
Lowery noted that Lee was helpful to him even after he left the council. He said he could always count on him.
The first public hearing was about a request to approve a final subdivision plat of lot 12 of St. Ferdinand Commone for the property at 3200 N. Hwy 67. This property is located on the south side of Lindbergh Boulevard just east of Walmart.
The hearing was postponed. Council President Joseph Eagan said that all items needed for the public hearing were ready, so he moved to postpone the hearing until the first January meeting.
The second public hearing was also about the property located at 3200 N Hwy 67. It was about a request to rezone the property from B-3 “Extensive Business District” to B-5 “Planned Commercial District to allow for a credit union with attached drive-thru.
This hearing was also postponed. Eagan said that this hearing was for the same plot as the first hearing, so he moved to postpone.
In other matters, the council:
* Approved a request for a beer and wine package liquor license with tasting for Narrow Gauge Brewery location at 1545 N. Hwy 67.
• Postponed action on a request for a full liquor by the drink license for Plush Lounge located at 12667 New Halls Ferry Road. City Attorney John Hessel said that the petitioner did not have signatures from all surrounding residents and businesses for the petition. He advised that the council postpone any action on the license until the first January meeting.
• Held a first reading on a bill authorizing a special use permit to Behind the 8 Ball for the operation of a billiard parlor at 1165 N Highway 67.
• Held a first reading on a bill imposing a sales tax at a rate of three percent on all tangible person property retail sales of adult use marijuana sold within the city.
This will be subject to approval by city voters in the April 2023 election.
• Passed a bill amending the traffic schedule by removing part of it.
• Passed a bill authorizing an amendment to the traffic code, Pedestrian
• Crosswalks, by adding St. François and Boone and St. Francois at St Pierre.
• Passed a bill amending the traffic code ty deleting the seat belts section and replacing it.
•Passed a bill authorizing an appropriation of $50,000 from the Capital Improvement Fund to account ‘Professional Services – Economic Development.’
