No Public Comments On City’s
2022 City Budget at Council Hearing
Bills on Rezoning For Car Wash
Postponed until Nov 8th meeting

The Florissant City Council met in the council chambers Oct. 2 and held one public hearing and read several bills.
The public hearing concerned the city budget for the fiscal year 2022. The city’s fiscal year begins on Dec. 1 and ends Nov. 30. Kimberlee Johnson, the city’s Finance Director, presented the budget to the council which normally holds some work sessions on the budget. No one spoke at the hearing, and no council members had questions.
The council took action on several bills. They read a bill that will allow the rezoning of property at 2925 N Hwy 67 for the location of a car wash. This is the former Denny’s near the intersection of Lindbergh and New Halls Ferry.
Councilman Jeff Caputa moved to continue the bill until the next meeting and requested that the business provide a traffic study before the council votes on the bill.
The council also postponed a bill that would remove the handicapped parking from the entrance to Sacred Heart Church and to add “No Parking” on St. Denis Street at certain locations.
Councilman Patrick Mulcahy said he had received some questions from residents and he would like to present a substitute bill that would be clearer. He motioned to postpone until the next meeting so that the council could draft a substitute bill. The council voted to postpone the bill.
In other matters the council:
- Passed a bill that will allow the rezoning of property near the intersection of New Florissant Rd. and Lindbergh. This will allow a car dealer at the site next to the Florissant Police Department.
- Passed a bill that will authorize a special use permit to Simply Thai restaurant at 5 Paddock Hills Shopping Center.
- Passed a bill that will make it illegal to lift door handles of vehicles without the owners’ permission.
- Approved a request to transfer a special use permit from Michael Haberberger, doing business at Cecil Whittaker’s Pizzeria, to Celano’s Pizza at 557 Howdershell Road. The council also passed the bill that would approve the restaurant.
- Held the first reading of a bill authorizing the Mayor to enter into a license agreement with Gateway Disposal for solid waste collection services for city residents.
- Held the first reading of a bill authorizing an amendment to the city code that would delete and replace the section of the code titles “Peddlers, Solicitors, and Canvassers Prohibited.”
- Passed a bill authorizing various transfers within the Park Improvement Fund for the Parks Department to cover unexpected expenses.
- Held a first reading on a bill that would require a personnel accessway through ne outside trash container screens.
- Approved a request by Gloria Golden to keep a potbelly/Juliana Pig at her home on Derhake Road.
