New Busloop Burgers Coming & Creation Smoothies Coming to Florissant

The Florissant City Council had a full agenda for the second April meeting, with five public hearings and several bills for first and second readings. The council once again met via Zoom because of the current pandemic.The council passed two resolutions. The first was a resolution opposing the elimination of April Municipal elections. The second was a resolution supporting Medicaid Expansion and its funding for the state of Missouri. Both passed unanimously.

Target Replacing Siding

The first public hearing was about a request to allow the removal of siding at 2341 N. Highway 67, the Target store. Ashley Astor spoke to the council about the project. She said that Target stores in several areas have had problems with the siding, and they would like to replace it. The store would also like to replace the current white sign with a red sign because the new siding is lighter in color.

Astor said that Target would like to start the project as soon as possible. No one spoke in opposition to the plan, and the council held a first reading on the bill that would approve the project.

Mann Meats Seeking More Space

The second hearing was about an amendment to a special use ordinance to allow for the addition of a detached walk-in cooler and bus parking located at 300 St. Ferdinand, Mann Meats. Bob Manneke, with Mann Meats, spoke to the council. “We’re running out of space,” he said. He would also like to park his food bus on the property when it is not in use.

Manneke noted that Goeke Produce had a cooler there when it was located there. He said that the coolor would be screened and would not be accessible without going through the building. No one spoke in opposition to the project, and the council held a first reading on the bill that would approve the project.

Bank of America Adding new ATM

The third public hearing was about a request to approve a special use permit to add an ATM in the parking lot at located at 428 Howdershell. This would be a Bank of America ATM located near the bank branch at the site.

Kelly Stedman spoke on behalf of the bank. The ATM would be a drive-up and the facility would still have the required number of spaces after losing some for the ATM. Councilman Joseph Eagan said he was concerned about the traffic at the site with a new ATM. Stedman said that the site uses standard measurement for Bank of America. Eagan said he would like to meet at the site to look at the traffic situation. No one spoke in opposition to the ATM, and the council held a first reading on the bill that would approve the project.

‘Blast from the Past: Busloop Burgers Coming

The fourth public hearing was about a proposed Busloop Burgers at 2632 N. Hwy 67. The restaurant will be carry-out. This is in the shopping center with Wild Birds Unlimited and Family Dollar. Suzetta Porter spoke at the hearing for Busloop Burgers. She said the restaurant is a quick service restaurant. “We serve burgers, fries and fresh made shakes.” It was started in the Wellston Bus Loop before moving to the St. Charles Rock Road and Ashby. They are now expanding into Florissant.

Councilman Tommy Siam asked how many employees the store would have. “At least 20,” Porter said. The restaurant would be open from 10:30 a.m. to 9 p.m. Monday through Saturday. It will be closed on Sunday. Porter said she hopes to be open the first week in August. She said the space needs some renovation, including plumbing and electric work. No one spoke in opposition to the restaurant, and the council held a first reading on the bill that would approve it.

Creations Smoothies to become Sit-down/Carry-out

Finally, the last hearing was about a request to approve a special use permit for Jordon and Johnson Enterprise, doing business as Creations Smoothies at 147 Flower Valley Shopping Center for a sit-down, carry-out restaurant.

Kendall Johnson spoke to the council about the project. He said they had a location in O’Fallon Mo and two in Georgia. They will offer a healthy smoothie, he said. They will be open at 7:30 a.m. to try to serve people going into or out of Planet Fitness for an early workout. There will be tables for inside dining. In addition to smoothies, they will serve tacos, wraps and salads. No one spoke in opposition to the restaurant, and the council held a first reading on the bill that would approve it.

In other action, the council:

  • Passed a bill that will roll over Fiscal Year 2020 outstanding appropriations in various funds.
  • Passed a bill that will appropriate $60,000 for the replacement of the theatre lighting dimmer deck at the Civic Center theatre.
  • Held a first reading on a bill that would add a two way stop at St. Michael at Aubuchon.
  • Passed a bill that adds handicap parking to Paddock Drive, west side of 1324 Paddock, for a distance of 300 feet from the intersection of 300 feet from the intersection of Parker Road.
  • Passed a bill that will approve the appropriation of $40,000 for repairs in the Wiese House.
  • Held a first reading on a bill that would allow signage during road projects.
