Norm McCourt is seeking reelection as mayor of the City of Black Jack for a fifth term in the April 7th municipal election. He issued a statement on his campaign stated that he “determined to continue the progress we have made over the last four years.”
. “First, I am proud of the low crime rate in our city. I have worked with the Citizens of our Community, the City Council and the St Louis County Police Department to insure that we have safe neighborhoods in which to live and raise our families.
“Second, I have worked to insure that we have an effective program of zoning and code enforcement to preserve and enhance your property values. Through a reasonable plan for zoning and a comprehensive code enforcement program with follow-up we can maintain our high property values.
“Third, I am proud of the fiscally conservative attitude shown by both my administration and the City Council. We have endeavored to manage the city finances in a manner to provide quality government services at the lowest cost to residents. For example last year we refunded the street bonds saving residents an estimated $600,000 in interest payments.. Black Jack is one of the few cities that has no real estate or personal property taxes used to fund general revenue.
“Fourth, I put special emphasis on providing quality services for those that we serve. The care and attention that is provided to the residents by the City Staff is one of the reasons we have weathered the economic storms better than most communities of our size. We have incorporated resident oriented programs that will make your interaction with your local government easier and on your schedule. He noted the recently installed an interactive Internet site that will provide residents with the information they need.
“While our countries economy appears to be recovering, there are still many challenges ahead for the City of Black Jack. I promise to meet them as I have in the past: with an open discussion of ideas, a respect for the worth of every resident opinion and the expectation that we can continue working together to make our City even better.”
Mayor faces challenges from three other candidates:
Kenneth McClendon, Leo Simmons and Michael Stark.
