New Business-Industrial Park Gets Hazelwood P&Z Approval

The Hazelwood City Plan Commission has granted a rezoning for 215 acres from non-urban zoning to light industrial in the Park 370 area near St. Louis Mills Mall.

Park 370 LLC plans to build a business, industrial park on nine parcels of property on the west side of Aubuchon Road north of the existing Park 370.

The rezoning was granted by a 7-2 vote.

Granting the rezoning is just the first step in achieving the right to develop the industrial park, Director of Public Works Tom Manning pointed out.

The developer must now submit their subdivision plan and bring it back to the plan commission for approval before going to the Hazelwood City Council. Manning suggested the firm apply as a Plan District development project. This plan allows for a more versitale and broader use of the property and what goes on it.

Putting a subdivision plan together won’t be easy, Manning commented. “There are many problems that need to be addressed, among them is the fact that between one-half and three fourths of the subject site is in the 100- year flood plain. The petitioner proposes to fill the flood plain to at least one foot above the 100-year flood plain.”

Peckham Guyton Albers & Viets, the city’s consulting group working on the master plan, studied the proposal and gave this conclusion regarding the development: “The land use and type of development proposed by the applicant’s request is appropriate, but there are several points (roadway extension, utility service capacity, and the ability to provide buffers and/or landscape amenities) that need to be addressed before the city proceeds with rezoning.

The applicant has also indicated that several adjacent parcels are now expected to be included in the development, which will affect its layout.”

George Stock, representing the developer, said “This is a concept plan and we will take all necessary measures to comply with the requirements.”

Robert Garner, who owns some land to be in the development, addressed the commission saying that he had talked to his neighbors and they are in favor of the development.

But commissioner Don Young said some of the people in his area, Ward 7, expressed opposition to the project. “There will be several sewer problems, and no improvement to Aubuchon Road,’ he said.

The discussion ended with Chairman Matt Struttman saying, “This will be an asset to the city; it will bring jobs and income to the city.”
