Florissant Hearing Held on City’s Revised Comprehensive Plan

The Florissant City Council elected council officers at their second April meeting electing Councilman Joe Eagan as president  and Councilman Patrick Mulcahy as vice president. The council president presides over the meetings and the vice president fills in as necessary. The president and vice president usually serve two one-year terms.
The council held one public hearing. It was about the revised Comprehensive Plan for the city. Tim Breihan from H3 Studio spoke to the council about the plan. H3 Studio worked with the city to update the plan. Breihan said they had been working for about a year on the update. “This meeting is the first phase of adopting the plan,” he said.
The former plan was adopted in 2004. The new plan includes an updated comprehensive plan as well as the updated plan for the Old Town district.
The plan, Breihan explained, is used as a policy guide by the city. It does not set zoning regulations. The state mandates that cities have a plan.
City Attorney John Hessel explained that the next step in the process was review by the city’s Planning and Zoning Commission. They will then send their recommendations to the council.
In other matters, the council:

• Passed a bill authorizing a building addition at Gary’s Auto Service at 1779 N. Hwy 67.
• Removed a request for a liquor license for DoorDash Essentials at 1 Paddock Hills Shopping Center.

City Attorney John Hessel explained that it was too early in the process of the business opening to approve a liquor license.
• Held a first reading on the bill approving the Community Development Block Grant 2022 annual action plan.
• Held a first reading on a bill levying a local use tax at the same rate as the local sales tax of the city.
• Passed a bill repealing the compensation plan for part-time employees and establishing a new plan.
• Passed a bill amending city code by adding certain job classifications.
• Passed a bill authorizing re-appropriations to roll over fiscal year 2021 American Recovery Act fund revenues to fiscal year 2022.
• Passed a bill authorizing an appropriation of $4,100 to cover the building code update in the City Code of Ordinances.
• Passed a bill that would authorize a four way stop at the intersection of Castello and St. Michael.
• Held a first reading on a bill that would prohoibt parking on a section of Rosetta Lane.
