Florissant Seeks Annexation of Area North of Golf Course

BY CAROL ARNETT

The Florissant City Council has passed a bill that will allow the city to continue with the annexation process for and area known to the St. Louis County Boundary Commission and the city as Area 13. This area is the area generally bounded by the city golf course, Lindbergh Boulevard, Old Halls Ferry Road and the city limits. It contains St. Angela Merici church and the surrounding neighborhoods.

The city has sent letters to homes affected by the annexation, and held a meeting for residents in the area. The city will now send a plan of intent to the St. Louis County Boundary Commission, indicating that the city would like to put the annexation to a vote.

The Boundary Commission will hold a public hearing on the annexation. At this hearing, the city will present their proposal and any members of the public will be able to speak and express their views, either for or against the annexation. The county may also make a presentation at the hearing.

After the hearing, the Boundary Commission will continue to take public comments on the issue for approximately one or two months. After the comment period is over, the commission will decide whether or not to put the issue on the ballot.

If the issue is placed on the ballot, residents in both the area under consideration and the rest of the city will vote on the annexation. To pass, it will require a simple majority within the area under consideration and within the rest of the city.

The city already has another annexation proposal before the Boundary Commission for the Paddock Estates subdivision. The Commission held a public hearing on the Paddock Estates annexation in September. The commission has still not decided whether or not that proposal will be placed on a ballot.

The Boundary Commission has not yet set a date on the public hearing for area 13.
