August is Florissant City Council Appreciation Month; 2 to be Honored

With former City Council members Donald L. Bond and David L. Reynolds scheduled to have “Walk Through History” plaques dedicated in their honor in August, Mayor Thomas P. Schneider announced that August has been designated “Florissant City Council Appreciation Month.”

Bond and Reynolds, both now deceased, will have the 17th and 18th “Walk Through History” plaques dedicated to someone who has made a valuable contribution to the city. Bond and Reynolds will be the first former City Council members to be so honored.

The dedication of Reynolds’ plaque will be hosted by the City and the Florissant Rotary Club at noon on Tuesday, Aug. 12 at St. Francois and St. Charles Streets, directly across from 100 rue St. Francois, where Reynolds published the Florissant Valley Reporter. The ceremony will occur prior to a special outdoor Florissant Rotary Club meeting to honor deceased Rotarians.

Bond’s plaque unveiling will be hosted by the City of Florissant and Old Town Partners at 6 p.m. on Wednesday, August 27, at the beginning of the monthly Old Town Florissant “Wednesday Night Out” festivities, at 301 rue St. Francois in front of Stems’ Florist and Bunker’s Tavern. His plaque is in site of the building which his insurance office occupied at 320 rue St. Francois.

Schneider said “As both Donald Bond and David Reynolds served selflessly for many years representing their constituents on the Florissant City Council, we think it is appropriate to designate August as ‘Florissant City Council Appreciation Month’ in their memory.”

Bond, who was known as “Mr. North County,” served as a Florissant City Council member from 1959 to 1977. From 1977 to 1990 he served on the St. Louis County Council. Bond was a successful businessman, running his own insurance office in Old Town Florissant for many years. He and his wife Lorraine raised four children, including a son, Ken, who served on the Florissant City Council from 1977 to 2000 and a daughter, Jackie Bond-Pagano, who has served as the City Council representative for Ward 7 since 2012. Bond died in 1990.

Reynolds, a U.S. Navy veteran, served on the Florissant City Council from 1976 to 1994, including a year as City Council president in 1979 and a year as president of the St. Louis County Municipal League in 1988. He also was elected to four consecutive terms as a Missouri state representative from 1995 to 2003. Reynolds, a former owner and editor of the Florissant Valley Reporter, belonged to many community organizations, including the Florissant Rotary Club, the Knights of Columbus and the North County Chamber of Commerce. He died in 2003.
