Florissant Transfers SSD Land To the City; Considers Plans For Auto Repair Site, Gas Station

By Carol Arnett

There were several bills dealing with auto businesses and gas stations at the last Florissant City Council meeting. The council also passed a bill dealing with a boundary adjustment and passed a resolution honoring Gary Behlmann.

The council passed a bill that approves the transfer of property owned by the Special School District (SSD) at 1580 and 1630 Derhake Rd., near Dunegant Park, from St. Louis County to Florissant.

Part of the SSD’s property is in the city and part is in unincorporated St. Louis County.

The boundary adjustment was the result of plans by the SSD to reconstruct Northview High School, which is currently within the city limits. The new building would be partially in the city and partially in unincorporated St. Louis County, straddling the boundary line.

The bill passed approves the adjustment of the boundary and transfer of the property to the city of Florissant, so that all of the new building will be in the city. This will also allow the SSD to deal with only one governing body for the property.

In the first of several items dealing with gas stations or auto repair, the council held a public hearing for a new Philips 66 gas station and convenience store at 2020 Patterson Rd. Gary Ploesser spoke for Star United, LLC, which will operate the station. The property is currently a full service station.  No one spoke in opposition to the hearing.

In more auto-related news, the council passed a bill approving a Parsons Convenience Store and Gas Station at 12785 New Halls Ferry Rd.

The council also passed a bill authorizing a special use permit for Monro Muffler Brake, Inc., to operate an Auto Tire at 530 N. Hwy. 67.

In their last auto-related action, the council passed a bill allowing Premier Auto to make exterior renovations for the property at 2420 (Rear) N. Hwy. 67.

The council also approved a request to transfer the special use permit for China Garden, at 2131 Charbonier Rd., from Jun Xu Chen to Duong China Garden.

Council, Mayor Honor Gary Behlmann

A large crowd came to hear the resolution honoring Behlmann, who died earlier this year.

Mayor Tom Schneider and the council presented a copy of the resolution to the Behlmann family. It honored Behlmann for his 25 years of dedication to improving the lives of people with disabilities and to the City of Florissant.

Behlmann sat on the city’s Disability Awareness Commission for several years. He was also the founder and organizer of Accessible Play, which is raising funds to build an accessible playground in Florissant.
