As allowed by city charter, a Florissant councilman Monday night asked to change his vote from the previous meeting that would in effect permit a zoning code change to allow for a museum in a non-urban area.
Councilman Keith English, after looking at “the big picture for this area”, changed his vote and a new 5-4 vote taken Monday will permit St. Stanislaus Museum to move to land in Florissant on Charbonier Road. “This would be a perfect setting for the museum,” he said after talking with residents in the area.
St. Stanislaus has been in Hazelwood for several years. Some of the council members who opposed the zoning change, felt that a special use permit should have been sought in this matter and not a zoning change as that could allow other museums to operate in the city.
Mayor Robert Lowery felt this would be a great addition to have St. Stanislaus relocated to Florissant.
In other matters, the council continued two public hearings until the next meeting (Aug. 27) on requests for rezoning and a Residential Designed Development for construction of single family detached homes at 2315, 2355 and 2375 Charbonier.
Councilman John Moran had requested the continuance because the matter is still before the planning and zoning board. “It needs to get through P&Z first,” he said.
The council also: approved a special use permit for Gene Reynolds of Ace Learning Center to allow a tutoring service at 3401 N. Highway 67, approved a special use permit to allow Knockouts Bar and Grill to operate at 13141-13145 New Halls Ferry Road, and amended a city code to allow for tilt up construction for new developments over 20,000 feet. Councilman English, requested and it was approved, to amend the bill to require that masonry material must be used.
A bill scheduled for first reading was granted all three readings and became an ordinance allowing $10,000 from forfeiture funds to purchase body armor and software for the police department.
