Florissant Council Postpones Public Hearings On Housing

The Florissant City Council has postponed two public hearings both dealing with a proposal by Greg Rowles to develop property at 2315, 2355, and 2375 Charbonier Road.

The first public hearing had to do with the rezoning of the property. The city’s Planning and Zoning commission (P and Z) recommended approval of the rezoning of the property from one residential zoning to another. The new zoning would allow for a Residential Designed Development (RDD), which often means more houses on smaller lots.

The second public hearing had to do with the request by Rowles to approve a RDD on the property to allow for the construction of single family detached homes. P and Z recommended denial of this request on June 18. However, they then reconsidered their vote on July 2, and were set to vote again on July 16.

City Attorney John Hessel recommended to the council they postpone both hearings because “there is no recommendation from P and Z on public hearing 2,” he said, because they have not yet voted on it.

“You could do Public Hearing 1,” Hessel said. “The petitioner has said, however, that they are linked.” Thus, the council voted to postpone both hearings.

—–In other matters the council:

•Passed several bills, including two that authorized mid-year appropriations to various budget accounts.

•Passed a bill authoring the mayor to enter into an agreement with St. Louis County for mosquito control service.

•Passed a bill allowing for the demolition and rebuilding of the White Castle at 840 North Highway 67. The restaurant will be closed for approximately four months for the rebuilding.

•Passed two bills accepting the dedication of Lowery Estates Court and Raymond Drive.

The council also pproved a request for a full liquor by the drink license for Latino’s restaurant, located at 8131 North Lindbergh and a request for a Beer and Wine Package liquor license for Florissant Fuel Mart located at 12785 New Halls Ferry.

A first reading was held for a bill that would prohibit the parking of any unattached trailer on any street.
