Florissant Considers Some Regulation of Clothing Boxes

Residents may have noticed several clothing donation boxes appearing in the city of Florissant. The city council has noticed them too, and is moving to take steps to regulate them.

Council President Keith English said that the city has gone from having very few of the boxed to having very many recently.

Mayor Robert Lowery said the administration would be presenting a proposal to license the boxes. The license would have stipulations about maintenance. Lowery noted that many of the boxes were not emptied frequently, causing overflow. People also sometimes leave large items outside the boxes, he said. “There is no question we have to rein them in,” he said.

“I agree,“  said Councilman Tim Lee. “I think the mayor has a good proposal. I would like to include a three strikes and you’re out policy on maintenance,” he added.

Councilman Tom Schneider said he was reluctant to impose fees.

“If I want to put a shed in my backyard, I need a permit,” Councilman Keith Schildroth said, adding that he did not mind restrictions on the collection boxes.

Lee suggested that a one-time fee of ten or $15, “just so people will have to come in, see the regulations, and sign the regulations.”

English said that he agreed with regulating the boxes, but added, “we already have many here, and we need to decide what we are going to do with existing boxes.”

Lowery said he would work with the council to create a proposal for regulating the boxes.
