Florissant to Begin Citizens Review Board
of Police Department

The Florissant City Council met this week remotely once again via Zoom. The council has been meeting this way for several months due to Coronavirus.
At the beginning of the meeting, City Attorney John Hessel explained that the city has begun the process of forming a Citizen Review Commission for the Police Department following protests nightly earlier this summer in front of the police station over a video showing a Florissant police officer hitting a suspect with his vehicle and chasing him down. The police officer was arrested and assault charges were issued against the officer
Currently, the mayor and other city employees are meeting to decide what form the commission will take. Hessel said that as of now, the plan is to have seven members on the commission, all citizens. No further information has been announced
The council held three public hearings at the Aug. 10 meeting
Cubesmart coming to Lowe’s Site
The first hearing was about the former Lowe’s site. Alice Benner spoke to the council. The developers would like to use 97,000 square feet of the site into a Cubesmart, a cube storage facility.
There will also be fenced-in outdoor storage. This will not be visible from the lot, Benner said. It will be behind the building. Cubesmart will be in the former Lowe’s building. It will be redeveloped, not torn down. Benner said this would leave about 37,000 square feet for another business. The developer is also putting a car wash on an outlet.
The second hearing was about an ATM at Grandview Plaza. Skip Hymer spoke for Chase Bank, the bank putting in the ATM. He said that the Walgreens at Grandview Plaza had requested the change so that the ATM was further from the Walgreens store.
The council already approved the ATM at the site. The shopping center owners have asked that the ATM be moved one parking aisle over. The lighting and trash receptacle remain, noted Councilwoman Jackie Pagano, and she said she had no problem with the move.
The third hearing was about a request for subdividing property at 3200 N. Hwy. 67. This is near the Lowe’s site.
Norbert Wildhaber spoke to the council about the subdivision. He said that he did not know what business was planned for the area. A discount tire store was already approved for the area.
No one spoke against any hearing, and the council held first readings on bills that would approve each proposal.
In other matters , the council also passed a bill that will prohibit parking on the north side of Rissant Drive.
