Florissant Passes Bill Banning Parking on Some Streets

Mayor Fills Ward 2 Positions

   At the Florissant City Council’s last meeting last week the council passed several bills and welcomed a new council member.

   Mayor Timothy Lowery appointed Paul Manganelli to fill out Tim Jones term as Ward 2 Councilman. Jones resigned after it was found that he had a felony conviction that occurred 20 years ago.

    “I can promise you he’ll work hard for the residents of Ward 2,” Lowery said. Manganelli will serve until the April election when he could file to run for the seat.

   Lowery said that Manganelli was a graduate of Hazelwood West and attended UM-St. Louis, he is a current business owner of a American Family Insurance Agency in Florissant. He bought a home in Ward 2 in 1999, and is active in the Knights of Columbus and Greater North County Chamber of Commerce. 

   City Clerk Karen Goodwin then administered the oath of office to Manganelli and he was seated with the council for the rest of the meeting.

    There were no public hearings, but the council did take action on several bills.

   The council passed a bill that prohibits parking between 7 a.m. and 5 p.m. on certain streets in the city. They also passed a bill supporting the Transportation Improvement Plan (TIP) application for the funding of the improvement of rue St. Denis street through the East-West Gateway Council of Governments and the Missouri Department of Transportation.

   The council also passed a bill that will add signage requirements to short term loan establishments. The signs are designed to let people know what kind of interest rates the businesses charge.

    The council passed a bill that would move insurance money to the ‘vehicle repairs’ account.

   The council passed two bills affecting part-time city employees. They passed a bill that will establish a new compensation plan for part-time employees of the city and passed a bill that will establish a new compensation plan for seasonal employees of the city.

    The council failed to pass a bill adding ‘State Substance Awareness Traffic Offender Program, probation service, theft offense, domestic violence and substance abuse service establishments’ to special use permits in the Historic Business District. These types of businesses are allowed in the city, but not in the historic district.
