PreSchool and Learning Center

Seeks City Site on N. Waterford Dr.

florissant gov buildingThe first public hearing at last week’s Florissant City Council meeting was about a request for a special use permit to Little Steps Preschool and Learning Center to allow for a preschool and learning center at 2145 North Waterford Drive. This is near the intersection of Waterford and Lindbergh.

Frances Boxley spoke about the location. She said that she had been in the daycare business since 1998. This will be their fourth location. “The building has been vacant for four years,” she said. She said they had already renovated it and had all inspections complete.

The center will be open from 6 a.m. To 6 p.m. Monday through Friday. Councilman Tommy Siam asked about parking. Boxley said that the parking area is bigger than the lot at one or her other locations. “People don’t all drop off or pick up at the same time,” she said.

Councilman Andrew Harris asked how many children would be enrolled at the new location. Boxley said there would be room for 93. When Harris also asked about permits. Boxley said she had all necessary permits. Harris concurred that she did.

Councilman Robert Parson asked about the liquor store next to the location. Boxley said the liquor store was closed.

No one spoke in opposition to the project and the council held a first reading on the bill that would approve the building.

Indoor Cigar Bar to Have Smoking

The next public hearing was about a request for a special use permit to Smoke & Sip to open a cigar bar at 411 rue St. Francois. Owner Anthony Bowlson spoke about the cigar bar.

“They have the liquor license. The place is open,” said Councilman Gerard Henke. He said the currently, there is no smoking in the building, so everyone is outside. “That’s where the noise is,” he said. “The customers want to be inside.” Henke said he would ask for three readings and approval on the bill.

Bowlson said he had visited all of the business’s neighbors and asked them to call him if they had any problems.

“It’s beautiful in there,” Councilman Jeff Caputa said. He said that Bowlson had done a nice job with the building.

Councilman Tim Jones asked Bowlson if he could put up a sign indicated that the business wanted to respect the neighbors and ask customers to keep noise down.

No one spoke in opposition to the permit. The council held three readings and approved the amendment to allow indoor smoking.

In other matters, the council:

  • Passed a bill that will authorize a rezoning for the construction of a new building at 3125 N. Highway 67 that will have an Aspen Dental and Mod Pizza.
  • Passed a bill that allows a special use permit to Feel Sharp Massage Therapy to allow a massage therapy business at 525 rue St. Francois.
  • Approved a request for a full liquor by the drink license for Field Box North, located at 2778 N. Hwy 67.
  • Approved a request by Scot Musgrave II to keep three hens at his home on Harrison St.
  • Held a first reading on a bill amending the 2018 budget by adding a full-time and part-time assistant court clerk for the municipal court office.
