Nov. 7th General Election:Local Sales Tax, Bond Issue Votes

The cities of Florissant and Hazelwood have small sales tax propositions on Nov. 7 ballot, and the Hazelwood School District seeks voter approval of a $65 million general obligation bond issue.

There are no contested state legislature races in our circulation areas as incumbents Bruce Darrough (D-75 District), Michael Spreng (D-76th District), Michael Corcoran D-77th District) and Clint Zweifel (D-78 District) are all running unopposed. The two contested County Council races are in the 3rd and 5th District (neither in the portion of North County). County Executive Charles Dooley, a Democrat, is expected to win easily over challengers Joe Passanise (Rep.) and Ted Brown, Sr. (Lib.)

There are two races for Congress. In the 1st District, Democratic incumbent Lacy Clay is opposed by Republican Mark Byrne of Ferguson and Libertarian Robb Cunningham. Incumbent republican Todd Akin is opposed by Democratic George Weber and Libertarian Tamara Millay

The two most contested statewide races of major interest are Constitutional Amendment No. 2 to allow stem cell research in Missouri and Constitutional Amendment 3 calling for an 80-cent tax hike for a pack of cigarettes to fund health care access and treatment for low-income and Medicaid recipients. Another statewide measure, Proposition B wold raise the state minimum wage to $6.50 per hour.

A countywide Proposition B seeks an 18-cent tax levy increase for the Special School District to provide diagnostic testing and educational programs for disabled students.

LOCAL PROPOSITIONS as they are worded on the Nov. 7th ballot:
•City of Florissant – Proposition A
Shall the City of Florissant impose an additional sales tax of one-quarter of one percent for the purpose of providing additional funding for park and recreational facilities?

•City of Hazelwood – Proposition J
Shall the City of Hazelwood impose a sales tax at a rate of one half of one percent for economic development purpose?

•Hazelwood School District – Proposition 2
For purposes of implementing Phase II of the long range facilities improvement plan recommended by the Hazelwood 1st citizens advisory committee, including upgrading libraries to state standards, removing instructional space from hallways and storage areas, replacing out-of-date heating and cooling systems with more energy efficient equipment, improving facilities for student safety, constructing Early Childhood and Gifted education space and providing instructional and support improvements, shall the Hazelwood School District issue its general obligation bonds in the amount of $65,000,000 for land acquisition, purchasing, constructing, improving, extending, repairing, furnishing, and equipping new and existing school house sites, buildings and related facilities for school purposes?
