Art McCoy, the former superintendent of the Ferguson-Florissant School District, is back in North County replacing one of the most popular and successful school leaders in recent years.

McCoy will succeed Tiffany Anderson as the new superintendent of the Jennings School District, on July 1, but will be working as a deputy superintendent under Anderson starting March. 14. The very successful current superintendent will be leaving Jennings at the end of the school year to take the top education position for the Topeka, Kansas, school system.

When Anderson first came to Jennings, the school district had a $2 million deficit and some of the lowest test scores in Missouri. In three years, she has been credited with initiatives that focused on students’ needs and goals, also setting up a food pantry and a foster home. The Jennings district now has full accreditation and a college prep program.

The Jennings School Board wanted someone familiar with the area and McCoy answered that challenge and was recommended by Anderson. Instead of a national search, the Jennings District saved time and money by finding someone in their own backyard, according to board president Harold Austin.

McCoy had resigned from Ferguson-Florissant in 2014 where he was popular with parents. The board placed him on administrative leave. Speculations centered around privacy rule violations concerning a former school board member gaining access to records and perhaps inflated attendance data sent to the state. The issues with the school board on the matter have been resolved, said McCoy, although no official reasons were given by the school board.
