Florissant Council Approves CD Block Grant, Fiscal Action Plan

The Florissant City Council met Monday, Oct 27 to discuss bills up for first readings, including the new budget that goes into effect Dec. 1, along with several other topics on the agenda. The council voted to approve the authorization of $10,000 from the general revenue fund to an account labeled “telephones” to cover the expenses for the remainder of the fiscal year.

The council approved the Community Development Block Grant 5-year Consolidated Plan, which improves viable urban communities by providing decent housing and a suitable living environment. Since the city of Florissant is an entitlement city, it will receive Community Development Block Grant funds, which come directly from the U.S. Department of Housing and Urban Development.

The council also approved the 2015 Fiscal Year Annual Action Plan for the City of Florissant and will authorize and direct the mayor to submit the plan to the Department of Housing and Urban Development. The other bill passed was for a special use permit to Randal Kunkel to allow him to operate his own auto repair business at 1290 N. Hwy. 67.

Essential Play Zone

Angela Howard presented her business idea of an educational development center to the council, and they unanimously voted to approve her request for a permit. The center will be called Essential Play Zone located at 640 N. Hwy. 67.

“I think this center will be a great addition to the Florissant area. It will provide communication development, technology advancement, job skill development, career development, college planning, scholarship search,” Hours of operation will be Monday-Friday 1 p.m. – 9p.m, Saturday, and Sunday 9 a.m. – 6 p.m. Ages will range from 13 to 21, Howard said.
