The Florissant City Council held a public hearing Monday regarding a request by Rally’s restaurant to open in the city at 2182 N. Highway 67. This is the small building in the mall that contains Bob Evans and the U.S. Post Office.

The building was most recently Downtown Dogs. Before that, it was White Barn, and before that, it was a Rally’s.

Michael McCall, speaking for Rally’s, explained that this would be a new owner, not the same as the previous Rally’s. Rally’s would like to paint the building to be in line with other Rally’s. The city’s Planning and Zoning Commission recommended approval. The council held the first reading on the bill, and will take it up again at their next meeting.

The council also held a first reading on a bill that would allow the city to remove unlawful signs in rights-of –way or on public property. This bill caused some discussion at the work session after the meeting.

Councilman Tim Lee asked if the city did not already have an ordinance against signs, and if they needed to pass another.

City Attorney John Hessel said that the proposed bill was “not so much about issuing tickets as it is about taking the signs.” After the city takes the signs, the police department will call the number on the sign and the sign owner will have to come and get it.

Mayor Tom Schneider said that any city employee could take them down. The police department will make the calls.
