Mangogna, a life-long St. Louis resident, has worked at HSD for six years; four as a construction project manager and two years as director of facilities. Prior to this, he owned a construction and environmental abatement company for several years. His extensive career spans across five decades, which include leading several property management companies, serving as chief of staff to former City of St. Louis Mayor Vincent Schoemehl, as well as his work for several STL MSDC board of commissions.
Mangogna has also worked in other service-sector related professions throughout his 50-year career.
The MSDC Buyer/Coordinator of the Year award serves as an acknowledgement of the diligent effort and successful achievement orchestrated by HSD under Mangogna’s direction. The District significantly exceeded its Minority Business Enterprise (MBE) contractor participation goal of 25% for the 12-month period from September, 2011 to August, 2012.
In addition, HSD instituted major initiatives to foster the continued success of both MBE and Women Business Enterprise (WBE) contractors. These initiatives include, but are not limited to, the implementation of a system that allows for the expeditious payment to subcontractors for completed work, and the institution of a tracking process to ascertain important MBE and WBE worker participation on a daily basis.
Dr. Grayling Tobias, Hazelwood School District superintendent, HSD Board of Education members and other staff members were in attendance at the gala when Mangogna was presented with the award.
The District was also nominated for Institution of the Year.
