Sub Sandwiches and Rental Center Relocation Before Florissant Council

Two new sub sandwich shops would like to come to Florissant, along with National Rent to Own. All three proposed businesses came before the Florissant City Council last week for public hearings.
Another public hearing was also scheduled, but was postponed. In that hearing, the owner of Villa De Cresta at 428-490 Howdershell Road was to speak about a new sign for the center. This is the center with Max’s Meats and LA Dance Center.
The owner, Mo Mengal, was scheduled to be at the hearing, but instead sent one of the center’s tenants to speak. Councilman Joe Eagan said he wanted to speak to the owner. He said he had some issues with the center regarding mowing and other maintenance. Councilman Mark Schmidt said that he had a problem with the tenant speaking instead of the owner.
City Attorney John Hessel said that there needed to be an owner or an authorized representative. “We do not have documentation authorizing a representative,” he said.
The hearing was postponed until the Dec. 10th meeting.
The next two hearings dealt with sub sandwich stores. In the first, Hiren Patel outlined his plans to open Gateway Grilled Subs at 1156 Shackelford Road. This is in the center with Schnucks. He explained that he had already came before the city, but due to a miscommunication, the permit he applied for was not the kind he needed.
In the second sub sandwich hearing, Ken Daniels told the council about his plans for Sub King at 129 Graham Road. Daniels sells Chef Ken brand barbecue sauce through Schnucks Markets. He sub shop would sell subs, pizza and barbecue and be open from 11 a.m. – 8 p.m. Monday through Saturday.
In the last public hearing of the night, Daniel Cole of National Rent to Own showed the council his plans to open a store at 1785 N. Highway 67. The site, near the intersection of Lindbergh and New Florissant Road, is currently a Metro Lighting store. Cole said that the company had outgrown its store in Hazelwood and wanted to move to a larger location. The store would be open from 9 a.m. to 6 p.m. Monday through Saturday.
No one spoke in opposition at the hearings and the council held first readings on bills authorizing each business.
In other action, the council passed a bill adopting the 2013 budget. The city’s fiscal year runs from Dec. 1 through Nov. 30. There were two amendments to the budget bill. One appropriated additional funds for tree maintenance in the parks and one appropriated additional funds for a special election in April for the Ward 4 Council seat currently held by Keith English, who was elected to the Missouri House of Representatives in November.
The council also held a first reading on a bill calling for the election, which will be held on April 2.
