The Florissant City Council last week passed two bills that allow a new development on Charbonier Road, with only Councilman John Moran voting against it.
The development has been opposed by nearby residents, with several coming to the last few council meetings to speak against a plan by developer Greg Rowles that will put new homes on the property at 2315, 2355, and 2375 Charbonier Road, behind the Shop N Save.
The first bill allows the rezoning of the area from one residential zoning to another residential zoning that would allow a Residential Designed Development (RDD). The second bill approves the RDD proposed by developer Greg Rowles. The proposal calls for large homes on small lots.
Moran said that residents had spoken to a neighbor of Lowery Estates, which was also developed by Rowles. After speaking to the man and seeing his property, residents near the proposed development on Charbonier wanted a fence around the proposed development. Moran proposed an amendment that would require a fence.
Councilwoman Karen McKay said she would support the fence, saying it would make the development a gated community. However, the amendment was defeated.
Moran also noted that Planning and Zoning had denied the proposal, and said that several factors, including the opposition of nearby residents, had made him decide to vote against the project.
In other matters , the council:
o Passed a bill authorizing a special permit to Florissant Fuel Mart for the installation of a ground sign from the property located at 12785 New Halls Ferry Road.
o Approved a request for a full liquor by the drink license for Club Situation at 2950 Derhake.
o Passed a bill rezoning the property at 475 North Highway 67. This will allow the construction of a new Office Depot at the site. The property is north of the Sears store on Lindbergh and was formerly a Commerce Bank. The bank building was recently torn down.
o Held a first reading on a request by Wendy’s International to allow for the existing monument sign and additional awning at the drive-through window for the restaurant at 8520 North Lindbergh.
