Panda Express 1st Named Business Coming to Site At Value City Location

The Florissant City Council passed an ordinance allowing additional retail establishments at the former Value City site near Target. National Retail Properties, the owner of the site, previously came before the council with plans to redevelop the property.

They plan on dividing the former Value City store into five new stores. In addition, their plans included a new outbuilding near Lindbergh Boulevard that would have room for two new businesses.

The ordinance passed by the council allows that  outbuilding. One of the tenants will be Panda Express, a chain restaurant specializing in Chinese food.

The new building will be near Lindbergh, just east of St. Louis Bread Company. The second business has not been named, nor have any other businesses in the redevelopment.

Another business that has been in the city for more than 28 years also came before the council to make some changes. D’Angelo Automotive, at 1104 North Jefferson, asked the council for permission to sell up to four cars on the property.

John D’Angelo, the owner of the business, assured the council that he would have no more than four cars at a time, and would not have streamers or balloons to advertise the cars. He said that his shop occasionally gets cars in that the owners want to sell, and this would allow him to provide this service.

Councilman Pat Stinnett, in whose ward the business is located, asked the other council members to approve the request.

“This is a long-term Florissant business owner who has always kept his property neat,” Stinnett said. He also noted that D’Angelo was not requesting a change in signage.

There was no opposition to the request and the council passed a bill authorizing the sale of vehicles on the property.

In other matters, the council:

• Passed a bill setting the rates for professional services for the courts for the city. This must be done every budget year.

• Approved a request by Mike Puleo to keep a miniature Swedish Landrace pig at his residence at 665 Madison Lane. The Swedish Landrace is a new breed that is smaller than a pot-bellied pig, growing to a maximum of 40-45 pounds.
