Florissant May Approve THF as the Preferred Developer For 42 Acres; THF Wants TIF for Wal-Mart

The Florissant City council held the first reading of a bill that designates THF Florissant Development LLC as the preferred developer with respect to the 3200-3400 North Highway 67 redevelopment area. This area is near the Lowe’s store on Lindbergh.

At a previous meeting, Alan Bornstein, a representative from THF, spoke to the council and presented the developers plans, which included a Wal-Mart store.

The proposed store would be located on a site of approximately 42 acres. The Wal-Mart, which would be a supercenter, would be approximately 100,000 square feet. The site would also include two out parcels for additional retailers or restaurants.

The proposal includes Tax Increment Financing (TIF). When asked if the developer would go ahead with the project if the TIF was not approved, Bornstein said “no.”

If the city council  passes the ordinance and names THF the preferred developer, THF must present the proposal to the St. Louis County TIF Commission for approval for TIF. If the county TIF commission approves the TIF, the city council may approve the project with a simple majority. If the commission recommends denial of the project, a supermajority of the council would be required to approve the project.

The bill will be on the agenda for a second reading and approval at the next council meeting.

In other matters, the council held a public hearing regarding a request by Tot-Lots Learning Center to allow for the operation of a daycare center  at 2184 North Waterford. This would be in the strip center at the corner of Waterford and Paddock Drive, behind the Post Office. Councilman Ben Hernandez, who represents Ward 9, where the site is located, said that he was in favor of the center. The council held a first reading on a bill approving the center. It will be on the agenda for a second reading and vote at the next meeting.

City Facilities Rental Fees Bill

The council also held a first reading on a bill that would regulate discounts for rental fees for city facilities. The proposed bill would allow fees to be reduced or waived for a meeting or event for the city of Florissant or another government agency.

In addition, any 501c3 not for profit organization located in the city would be able to rent a facility for 50% off the normal rental rate up to two times per calendar year. The bill will be on the agenda for a second reading and vote at the next meeting.
