Pandemic causes decrease in Florissant City Budget

The Florissant City Council last week gave first readings of bills that would be approved on the budget for next year. The city’s fiscal year begins Dec. 1.
Mayor Timothy Lowery presented a proposed budget to the council. They have been holding budget meetings to work on it. The proposed budget has a projected revenue of $21.69 million, down from 2020’s budget of $22.55 million. The mayor’s message that accompanied the budget explained that utility tax revenues have decreased. Because of the pandemic, he said, the sales tax is budgeted less than last year.
The council is scheduled to hold second readings and votes on the bills relating to the budget at the next meeting.
The council also passed a resolution honoring Mark Behlmann for his year of service and dedication to Florissant and North County.
The City Council approved a bill to allow the transfer of a special use permit from Voss Automotive to Quick Stop Automotive for the operation of an automobile repair
business at 1685 N. Hwy. 67.
Councilman Patrick Mulcahy asked about the business. Muath Salameh spoke for Quick Stop. There are four other locations in the St. Louis area, he said. There will be no auto sales at the location.
Salameh said that there would be no night drop-off. He said that most customers would wait with their vehicle. Hours of operation will be from 9 a.m. – 5 p.m.
In other action, the council:
• Approved a bill authorizing the rezoning for 1620 Shackelford Road to allow for a Domino’s restaurant. The property is currently a parking lot. Domino’s will build a new building.
• Approved a bill that will allow for changes to property at 3120 N Highway 67. The property is currently an Oil Change Plus and will become a Take 5 Oil Change.
• Approved a bill that will allow a new restaurant at 3343 Parker Spur. The old Café Rhema will become Café NoCo.
