Florissant Hears Plans For New Restaurant, Adult Day-Care, & Caterer

A new restaurant, an adult day-care, and an award-winning caterer were the three businesses that came before the Florissant City Council at its meeting last week.
New BBQ, Fish & Deli Restaurant
The first hearing was about a request for a special use permit to S & A BBQ, Fish & Deli for a restaurant at 1149 N. Hwy 67. This is in Rallo Plaza, near the intersection of St. Jean and Lindbergh. The restaurant would be on the east end of the center.
Jimmie Brown represented the restaurant. The new restaurant will be family-friendly, with no alcohol served. The will be open later for take-out but no dine-in. They would like to remain open for take-out until 2 a.m. on weekends.
The restaurant will use inside smokers. In addition to barbecue, the restaurant will offer fried fish and deli sandwiches.
No one spoke in opposition to the restaurant. The council held a first reading on the bill that would approve the business.
Adult Day-Care
The second public hearing was about a request for a
special use permit to Bountiful Blessings North to operate an adult day care at 13210 New Halls Ferry Road, in Marietta Plaza.
Vernita Lewis spoke for the business. “We specialize in working with adults 18 – 35 with intellectual and developmental disabilities,” she said.
Davis also has a Bountiful Blessings in Hazelwood that has been in business for three years. She said the business is a social program. “We do not have a nurse on staff and we do not keep medications,” she said.
Davis said that the location would probably only serve four to eight clients because of its size. The Hazelwood location serves 16 clients.
The hours will be Monday through Friday, 8 a.m. to 5
p.m. “We try to maintain a one-to-one ratio of employees to clients,” Davis said.
“We’re probably gone 50 to 60% of the day,” Davis said. She works with the clients to learn to live in the community. A caterer will provide meals. “We serve meals, but they don’t prepare them,” she said.
No one spoke in opposition at the hearing. The council held a first reading on the bill that would approve the business.
New Caterer
In the last public hearing, the council heard about a request for a special use permit to One Dish Wonders to allow a catering business at 115 Flower Valley Shopping Center. Annie Magny spoke for the business.
“There are only two full-service catering businesses in Florissant,” Magny said. She said the business would not have any inside dining and would not serve alcohol.
Hours would be 10 a.m. – 8 p.m. Tuesday through Sunday, and closed on Monday. She said she had been in business for three years operating out of commercial kitchens, but it was time to have her own space.
After retiring from AT&T, she attended Grace Hill Women’s Business Center for a 16 week entrepreneur class. She received the Images of Grace award for a successful business and a proclamation from the City of St. Louis.
No one spoke in opposition, and the council held a first reading on the bill that would approve the business.
In other action, the council:
- Passed a bill authorizing a special use permit for Little Steps Preschool and Learning Center for a preschool and learning center at 2154 North Waterford Dr.
- Passed a bill amending the 2018 budget by adding a full-time and a part-time assistant court clerk for the municipal court office.
- Held a first reading on a bill that would amend the 2018 budget by removing a full-time position and adding a part-time Community Development Specialist for the Housing and Community Development Office.
