Stix and Ice, Hertz Car Sales Coming To Florissant

The Florissant City Council held a public hearing and some second readings on bills Monday night. In the public hearing, First Collinsville Bank asked for approval for a monument sign for the property at 14040 New Halls Ferry Road. The site is near the intersection of the New Halls Ferry and Lindbergh, next to Styger Funeral Home.

Sue DeMond spoke for the bank. She said the bank wanted a smaller shorter sign in keeping with their signs at other locations. The sign will have a digital LED message board.

Councilman Tommy Siam asked about the location of the sign. “This looks like it is in the right-of-way,” Siam said. He asked if the sign could be moved. DeMond said that it could, but the site was small and presented some problems.

Councilman Mark Schmidt asked what the setback was for the planned sign. He said that the sign should be 40 feet from the center of the road. DeMond said that it was 47 feet if the drawings she had were correct, but she said she would check on it.

Councilman Jeff Caputa said that based on the photographs provided to the council, it looked like the sign was too close to the road. The council held a first reading on the ordinance that would authorize the sign.

The council also voted on two ordinances that will allow new business. The council voted to authorize a special use permit to Wilkes Family4, doing business as Stix and Ice to allow for the operation of a restaurant at 31 and 35 Florissant Oaks Shopping Center.

The council also voted to approve a special use permit to the Hertz Corporation doing business as Hertz Car Sales to allow for an auto leasing and sales establishment at 1390 and 1400 N. Hwy. 67. Council President Jackie Pagano recused herself from the voting due to a conflict of interest.

The council had questions at the last meeting about the color scheme for the building, especially the painted brick. John Pennington spoke for Hertz and showed pictures of the new colors. The council had requested the drawings earlier, but did not receive them before the meeting. There was some confusion regarding when they were sent.

Councilman Tim Jones said that he did not want to hold up the vote on the project since it could have been the city’s fault that the council did not get the plans.

The council also passed an ordinance prohibiting parking on a portion of Leisurewood Court. The council also passed a resolution that expressed opposition to any legislation which weakens the law that requires cities, schools, and other government entities to pay prevailing wages for construction projects.
