Residents may have noticed several clothing donation boxes appearing in the city of Florissant. The city council has noticed them too, and is moving to take steps to regulate them.<\/p>\n
Council President Keith English said that the city has gone from having very few of the boxed to having very many recently.<\/p>\n
Mayor Robert Lowery said the administration would be presenting a proposal to license the boxes. The license would have stipulations about maintenance. Lowery noted that many of the boxes were not emptied frequently, causing overflow. People also sometimes leave large items outside the boxes, he said. \u201cThere is no question we have to rein them in,\u201d he said.<\/p>\n
\u201cI agree,\u201c\u00a0 said Councilman Tim Lee. \u201cI think the mayor has a good proposal. I would like to include a three strikes and you\u2019re out policy on maintenance,\u201d he added.<\/p>\n
Councilman Tom Schneider said he was reluctant to impose fees.<\/p>\n
\u201cIf I want to put a shed in my backyard, I need a permit,\u201d Councilman Keith Schildroth said, adding that he did not mind restrictions on the collection boxes.<\/p>\n
Lee suggested that a one-time fee of ten or $15, \u201cjust so people will have to come in, see the regulations, and sign the regulations.\u201d<\/p>\n
English said that he agreed with regulating the boxes, but added, \u201cwe already have many here, and we need to decide what we are going to do with existing boxes.\u201d<\/p>\n
Lowery said he would work with the council to create a proposal for regulating the boxes.<\/p>\n
