CHESTER (CHET) COOPER<\/strong>, a Garden Villas North resident, puts the finishing touches on a kite while children from the Communities Early Childhood Center watch.<\/p>\n Life-long North County resident and business owner, Chester (Chet) Cooper can be seen frequently along Parker Road, between New Halls Ferry and Old Halls Ferry roads, flying colorful kites. Cooper owned and operated Moonlight Printing Office Supplies.<\/p>\n Cooper started building kites at the age of seven, and now shares his knowledge and skill with others, such as children from the Communities Early Childhood Center. He retired to Garden Villas North over seven years ago.
