North County Incorporated (NCI) has announced\u00a0 its annual Business Development, Community Development, Elmer Belsha Leadership, and Public Service Award recipients have been chosen.\u00a0 A special Memorial Award will also be given out this year\u00a0 to honor Lowell Girardier who died this month.<\/p>\n
