The City of Florissant\u00a0\u00a0 announced a partnership with
\nCitian, a transportation software company founded by Professional Engineers, to
\nconduct a comprehensive citywide assessment of the City\u2019s public right-of-way
\ninfrastructure. Working alongside NV5, a national engineering and technology firm
\ncoordinating the field data collection, this initiative will give Florissant the most
\ncomplete, objective picture of its streets, sidewalks, curb ramps, signage, and ADA-
\nrelated assets in the City\u2019s history.
\nBeginning this month, specially equipped vehicles outfitted with LiDAR (Light Detection
\nand Ranging) sensors will travel all public streets and rights-of-way across Florissant,
\ncovering approximately 175 centerline miles of City roadway. As these vehicles drive
\neach street, the LiDAR sensors capture precise, three-dimensional data about the
\nphysical condition and location of infrastructure assets including sidewalks, curb ramps,
\nstreet pavement, traffic and regulatory signage, gutters, road cross slopes, and road
\nstriping.
\n\u201cThis technology allows us to move beyond reactive maintenance. For the first time, we
\nwill have a complete, accurate inventory of our right-of-way assets, giving us the data
\nwe need to make fair, defensible decisions about where to invest in our streets and
\nneighborhoods.\u201d<\/p>\n

\nThis project directly supports two key City initiatives: a Sidewalk Master Plan and a Gap
\nClosure Plan. Historically, without a complete and accurate citywide asset inventory, it
\nhas been difficult to estimate where sidewalk gaps exist, which curb ramps are out of
\ncompliance, or how to prioritize limited infrastructure budgets equitably across all
\nneighborhoods. ADAPT\u2122 will provide City leadership and Public Works staff with the
\nobjective, defensible data needed to close those gaps and prioritize investments where
\nthey are needed most, particularly for residents who rely on accessible pedestrian
\ninfrastructure.<\/p>\n
\nmid-March, 2026. The entire process, from street scan to an operational digital
\ninfrastructure tool, is expected to be completed within approximately three months, a
\ntimeline that would be impossible to achieve through traditional boots-on-the-ground
\ninspection methods.<\/p>\n
\ncoming weeks. These vehicles are operated by trained field professionals on behalf of
\nthe City, and all scanning activities are conducted entirely from public streets and rights-
\nof-way. No private property will be entered, and no personally identifiable information
\nwill be collected. The work is designed to be completed professionally and efficiently,
\nwith minimal disruption to daily life.
