\nThe Florissant City Council elected council officers at their second April meeting electing Councilman Joe Eagan as president\u00a0 and Councilman Patrick Mulcahy as vice president. The council president presides over the meetings and the vice president fills in as necessary. The president and vice president usually serve two one-year terms.
\nThe council held one public hearing. It was about the revised Comprehensive Plan for the city. Tim Breihan from H3 Studio spoke to the council about the plan. H3 Studio worked with the city to update the plan. Breihan said they had been working for about a year on the update. \u201cThis meeting is the first phase of adopting the plan,\u201d he said.
\nThe former plan was adopted in 2004. The new plan includes an updated comprehensive plan as well as the updated plan for the Old Town district.
\nThe plan, Breihan explained, is used as a policy guide by the city. It does not set zoning regulations. The state mandates that cities have a plan.
\nCity Attorney John Hessel explained that the next step in the process was review by the city\u2019s Planning and Zoning Commission. They will then send their recommendations to the council.
\nIn other matters, the council:<\/p>\n
\n\u2022 Removed a request for a liquor license for DoorDash Essentials at 1 Paddock Hills Shopping Center.<\/p>\n
\n\u2022 Held a first reading on the bill approving the Community Development Block Grant 2022 annual action plan.
\n\u2022 Held a first reading on a bill levying a local use tax at the same rate as the local sales tax of the city.
\n\u2022 Passed a bill repealing the compensation plan for part-time employees and establishing a new plan.
\n\u2022 Passed a bill amending city code by adding certain job classifications.
\n\u2022 Passed a bill authorizing re-appropriations to roll over fiscal year 2021 American Recovery Act fund revenues to fiscal year 2022.
\n\u2022 Passed a bill authorizing an appropriation of $4,100 to cover the building code update in the City Code of Ordinances.
\n\u2022 Passed a bill that would authorize a four way stop at the intersection of Castello and St. Michael.
\n\u2022 Held a first reading on a bill that would prohoibt parking on a section of Rosetta Lane.<\/p>\n
