There were no public hearings on the agenda and no communications. It was also the last council meeting of the year. The council did have two bills on the agenda for second readings.<\/p>\n<p>The first bill would authorize a special use permit for Kingston 10, LLC to allow for the operation of a restaurant \/bar for the property at 1157-1159 N. Hwy 67. The bill passed. The council also approved a request for a full liquor by the drink license for the business.<\/p>\n<p>The second bill for a second reading would authorize a special use permit to Tamir LLC for the operation of a sit-down, carry-out restaurant for the property at 8457 N. Lindbergh.<\/p>\n<p>The council had a liquor license request from Plush Lounge at 12667 New Halls Ferry Road. Owner Prince Koroma spoke to the council. The council previously postponed the license approval because of concerns that the business was going to be more of a bar than a restaurant. Koroma said the business still does not have a working kitchen. Councilman Robert Parson moved to continue the issue and the council voted in favor.<\/p>\n<p>The council approved a transfer of a special use permit from Henke\u2019s Tavern to Flomo LLC, doing business as Henke\u2019s Tavern for the business at 901 N. Lafayette. The council also approved a full liquor by the drink license for the business. The council also passed a bill authorizing the transfer.<\/p>\n<p>In another restaurant special use permit transfer, the council approved a transfer of the special use permit for Little Caesar\u2019s Pizza at 340 Howdershell Road from Beck Group to Clotgott Enterprises.<\/p>\n<p>The council passed a bill that will allow the mayor to accept ownership on behalf of the city for property at 2 Menke Place that was gifted to the city.<\/p>\n<p>The council also passed a bill that establishes a new compensation plan for seasonal employees of the city.<\/p>\n<p>In other action, the council held first readings on the following bills.<\/p>\n<p>A bill authorizing and directing the submission of a ballot proposition to consider imposing a local use tax at the same rate as the local sales tax of the city for the purchased from out of state vendors that exceed $2,000.00<\/p>\n<p>A bill calling an election in the city on the question of issuing General Obligation Bonds for the purpose of constructing an aquatic center.<\/p>\n<p>Mayor Timothy Lowery announced that Cugino\u2019s won the award for the best decorated business in the city at the recent tree lighting ceremony.
