\nThe first public hearing was about changing the zoning code for a utility substation at 13 Howdershell Rd. Roxanne Young, of Ameren, spoke to the council and explained that the utility had just put in a new substation. They would like to consolidate the lot with the older substation, but they must have the same zoning to do this. Councilman Joe Eagan represents the ward containing the substation. He said he had no objections to the zoning change.
\nThe second public hearing concerned a request to change the Hucks\u2019s at 3500 Patterson Road. There will be an addition, exterior changes and new signage at the site are planned.
\nScott Elpers spoke about the change. \u201cBasically, we\u2019re going to be doing an exterior renovation,\u201d he said. No one spoke in opposition to either hearing, and the council held first readings on bills that would approve the projects.
\nThe council also had extensive discussion on a request for a full liquor by the drink license for FlyZone at 620 N Hwy. 67. The owners, Corwyn and Madeline Boykins, already have a boutique in the center. They are turning the existing space into a men\u2019s clothing store and moving the women\u2019s boutique into a larger space at the center. They would like to serve alcohol at the women\u2019s boutique.
\nThe council had several questions for the Boykins about how and when they would serve alcohol. The Boykins explained that sometimes their customers came in groups and sometimes spent several hours there, so they would like to offer drinks.
\nCity Attorney John Hessel said that although this idea was new to Florissant, it was not uncommon in other areas. Corwyn Boykins agreed, saying that he and his wife had seen other boutiques that offer drinks. The Boykins would also like to have fashion shows when new merchandise comes in, and he said that they would also like to offer drinks at the shows.
\nCouncilman Patrick Mulcahy moved to continue the hearing, saying he wanted more time. The council voted not to continue the vote and voted in favor of the liquor license.
\nIn other action, the council:
\n\u2022 Passed a bill authorizing a special use permit to Everything Fitness LLC to operation at fitness center at 8 and 9 Mullanphy Gardens Shopping Center.
\nApproved a request by Sara Weber to keep chickens at her property on Aubuchon St.
\n\u2022 Held a first reading on a bill approving the Community Development Block Grant (CDBG) for fiscal year 2021-2022.
\n\u2022 Held a first reading on a bill that would authorize the mayor to enter into an agreement for federal funding for the improvement of rue St. Denis Street phase II.<\/p>\n
