The city\u2019s fiscal year begins Dec. 1.<br \/>\nMayor Timothy Lowery presented a proposed budget to the council. They have been holding budget meetings to work on it. The proposed budget has a projected revenue of $21.69 million, down from 2020\u2019s budget of $22.55 million. The mayor\u2019s message that accompanied the budget explained that utility tax revenues have decreased. Because of the pandemic, he said, the sales tax is budgeted less than last year.<br \/>\nThe council is scheduled to hold second readings and votes on the bills relating to the budget at the next meeting.<br \/>\nThe council also passed a resolution honoring Mark Behlmann for his year of service and dedication to Florissant and North County.<br \/>\nThe City Council approved a bill to allow the transfer of a special use permit from Voss Automotive to Quick Stop Automotive for the operation of an automobile repair<br \/>\nbusiness at 1685 N. Hwy. 67.<br \/>\nCouncilman Patrick Mulcahy asked about the business. Muath Salameh spoke for Quick Stop. There are four other locations in the St. Louis area, he said. There will be no auto sales at the location.<br \/>\nSalameh said that there would be no night drop-off. He said that most customers would wait with their vehicle. Hours of operation will be from 9 a.m. \u2013 5 p.m.<br \/>\nIn other action, the council:<br \/>\n\u2022 Approved a bill authorizing the rezoning for 1620 Shackelford Road to allow for a Domino\u2019s restaurant. The property is currently a parking lot. Domino\u2019s will build a new building.<br \/>\n\u2022 Approved a bill that will allow for changes to property at 3120 N Highway 67. The property is currently an Oil Change Plus and will become a Take 5 Oil Change.<br \/>\n\u2022 Approved a bill that will allow a new restaurant at 3343 Parker Spur.
