The Florissant City Council once again held a council meeting via Zoom this week, with council members and visitors tuning in from their homes. City Attorney John Hessel assured the council and viewers that Missouri Sunshine Laws allow for meetings to be held remotely during emergencies.
\nThe council held two public hearings on Monday,\u00a0 The first hearing was about a request to allow for additional permitted uses in a B-5 zoning district for the property at 3180 N. Highway 67. This is the former Lowe\u2019s property. Dan Dokovic and Alice Benner spoke to the council about the project.
\nDokovic said that property is only zoned to be used as a hardware store. They would like to use the property as something other than a hardware or home improvement store.
\nCouncilman Gerald Henke asked what they planned to do with the property. Dokovic said they have not yet signed tenants, but they have interest from a gym, trampoline park and self-storage business. \u201cIt will be a multi-use property,\u201d he said. \u201cWe\u2019ll have to chop it up.\u201d
\nNo one spoke at the hearing and the council held a first reading on a bill that would approve the change.
\nn the second public hearing, the council discussed a request to authorize a special use permit to Premier Auto Service to allow for an auto service and repair facility at 1890 and 1990 N. Highway 67, near the intersection of Lindbergh and New Florissant Road.
\nJoe Dale spoke for Premier. This special use permit will allow the existing Premier Auto Service next door to expand. The building on the property will be changed to allow four additional auto bays for the company.
\nHenke said that the plans looked good to him. He asked Dale if the company knew of the restrictions that Planning and Zoning had placed on parking. Dale said that the building would act as an auxiliary building, with customers still using the current building. No one spoke at the hearing and the council held a first reading on a bill that would approve the change.
\nIn other action, the council:
\n\u2022 Passed a bill that would rezone the property at 1005 Dunn Road from R-4Single Family Dwelling District to B-3extensive Commercial District. Dr. Elliot Leon requested the change. The property is near the intersection of New Florissant Road and I-270.
\n\u2022\u00a0Passed a bill that authorized a special use permit to JP Morgan Change Bank to allow for an ATM at 790 N. Hwy 67. This will be a free-standing, drive-through ATM in Florissant Meadows Shopping Center.
\n\u2022 Passed a bill amending city ordinance to allow for the expansion of urgent care facility at 1090 N. Highway 67.The is the Total Access Urgent Care at the intersection of Lindbergh and St. Jean.
\n\u2022Passed a bill amending city ordinance to allow for a Freddy\u2019s sit-down, carry-out and drive-through restaurant at 1955 N. Highway 67. This is the former Steak N Shake building at New Florissant and Lindbergh.
\n\u222b\u2022Passed an ordinance prohibiting parking on portions of Estates Drive.
\n\u2022\u00a0Passed an ordinance authorizing an appropriation of $45,000 from the Property Revitalization Fund. $2,000 will go to the Homeownership Assistance Program and $43,000 will go the Property Acquisition Program.
\n\u00aa\u00a0Approved a request to approve a Malt Liquor and Wine package liquor license for Family Dollar Store at 350 Howdershell Road.
