Mayor Tim Lowery Highlights<\/span><\/h2>\n\n\n\n

His First Budget: $37 Million<\/span><\/h2>\n\n\n\n

The Florissant City Council met this week to discuss several\ntopics, including the budget for fiscal year 2020. The city\u2019s fiscal year runs\nfrom Dec. 1 to Nov. 30. The mayor presents a budget to the council, who discuss\nand possibly change it. The council then votes on the final budget.<\/p>\n\n\n\n

In his first budget message, Mayor Timothy Lowery highlighted some\nof the budget items. The budget is just over $37 million, Lowery said.<\/p>\n\n\n\n

\u201cA healthy reserve is crucial,\u201d Lowery said. He said that the reserve\nbalance should be over 33% of the general fund.<\/p>\n\n\n\n

Sales tax and utility tax are the biggest revenue generators for\nthe city, Lowery said. He added that both were going down. This is reflected in\nthe deficit in the general fund, he said. The deficit is $1.9 million, which\nwill require funds from the reserve balance.<\/p>\n\n\n\n

Lowery recommends hiring a part-time grant writer to help the city\napply for grants. He said the city had already taken steps to reduce technology\ncosts and would continue to do so.<\/p>\n\n\n\n

The city is also undergoing an energy saving program, Lowery said.\nH said that the city\u2019s economic development is crucial to its success and noted\nthat several businesses have opened in the last year. <\/p>\n\n\n\n

After the mayor\u2019s message, the council held a public hearing on the\nbudget. No residents spoke at the hearing.<\/p>\n\n\n\n

The council held a second public hearing about a special use\npermit request by Girls Getta Grip Gun Club to allow for an Educational\nDevelopment Center for the property at 45 St. Anthony Lane. This is near the intersection\nof New Florissant Road and St. Anthony Lane.<\/p>\n\n\n\n

GIRLS GETTA GRIP GUN CLUB<\/span><\/em><\/strong><\/h2>\n\n\n\n

Mary Edwards-Fears spoke to the council about the proposal. She is\na retired police captain. She said she had been planning for the project for\ntwo years. She said that she and her husband researched the issue and realized\nthat many women have guns, but they don\u2019t practice with them.<\/p>\n\n\n\n

She added that when women go to gun ranges sometimes make women\nfeel intimidated. The instructors can be condescending and other men can think the\nwomen are there to meet men.<\/p>\n\n\n\n

Councilman Joseph Eagan asked what age group the facility would\ntarget. Edwards-Fears said they would target mature women who are serious about\nbeing safe with their guns.<\/p>\n\n\n\n

The staff has four members far, Edwards-Fears said. The facility\nin Florissant would be classroom training only. Edwards-Fears has purchased a\nvan to transport students to shooting ranges. Serious gun owners are ready for\nclassroom instructions, she said. She said her staff would examine the guns to\nmake sure that they are range-ready. Students would attend at least three\nsessions in the school before going to the gun range.The council held a first\nreading on the bill that would approve the center.<\/p>\n\n\n\n

The third public hearing was about a request by Planet Fitness to\nopen a fitness club at 175 Flower Valley Shopping Center. Keith Poettker spoke\non behalf of Planet Fitness. <\/p>\n\n\n\n

Councilman Tommy Siam noted that the space has been vacant for a\nwhile and said that the fitness center would be a good fit. <\/p>\n\n\n\n

The council held a first reading on the bill that would approve\nthe fitness center.<\/p>\n\n\n\n

Poettker said the construction would take four to five months\nafter all permits are acquired.<\/p>\n\n\n\n

Passed a bill moving money from one sewer lateral account to another.<\/p>\n\n\n\n
