   At the Florissant City\nCouncil\u2019s last meeting last week the council passed several bills and welcomed\na new council member.<\/p>\n\n\n\n

   Mayor Timothy Lowery\nappointed Paul Manganelli to fill out Tim Jones term as Ward 2 Councilman.\nJones resigned after it was found that he had a felony conviction that occurred\n20 years ago.<\/p>\n\n\n\n

    \u201cI can promise you he\u2019ll\nwork hard for the residents of Ward 2,\u201d Lowery said. Manganelli will serve\nuntil the April election when he could file to run for the seat.<\/p>\n\n\n\n

   Lowery said that\nManganelli was a graduate of Hazelwood West and attended UM-St. Louis, he is a\ncurrent business owner of a American Family Insurance Agency in Florissant. He bought\na home in Ward 2 in 1999, and is active in the Knights of Columbus and Greater\nNorth County Chamber of Commerce.  <\/p>\n\n\n\n

   City Clerk Karen Goodwin\nthen administered the oath of office to Manganelli and he was seated with the\ncouncil for the rest of the meeting. <\/p>\n\n\n\n

    There were no public\nhearings, but the council did take action on several bills.<\/p>\n\n\n\n

   The council passed a bill\nthat prohibits parking between 7 a.m. and 5 p.m. on certain streets in the\ncity. They also passed a bill supporting the Transportation Improvement Plan\n(TIP) application for the funding of the improvement of rue St. Denis street\nthrough the East-West Gateway Council of Governments and the Missouri\nDepartment of Transportation. <\/p>\n\n\n\n

   The council also passed a\nbill that will add signage requirements to short term loan establishments. The\nsigns are designed to let people know what kind of interest rates the\nbusinesses charge.<\/p>\n\n\n\n

    The council passed a\nbill that would move insurance money to the \u2018vehicle repairs\u2019 account. <\/p>\n\n\n\n

   The council passed two\nbills affecting part-time city employees. They passed a bill that will\nestablish a new compensation plan for part-time employees of the city and\npassed a bill that will establish a new compensation plan for seasonal\nemployees of the city.<\/p>\n\n\n\n

    The council failed to\npass a bill adding \u2018State Substance Awareness Traffic Offender Program,\nprobation service, theft offense, domestic violence and substance abuse service\nestablishments\u2019 to special use permits in the Historic Business District. These\ntypes of businesses are allowed in the city, but not in the historic district.<\/p>\n","protected":false},"excerpt":{"rendered":"
