 Several Florissant City\nCouncil members praised Councilman Tim Jones after Jeff Caputa announced that\nJones had resigned his seat effective immediately. He said that Mayor Timothy\nLowery would appoint someone to the seat until the next election.<\/p>\n\n\n\n

  Caputa then made a motion\nto fill the spot of Council Vice President, which Jones held. Caputa moved that\nCouncilman Keith Schildroth be vice president and it was unanimously approved.<\/p>\n\n\n\n

    Jones submitted a short\nletter explaining he was stepping down after consulting with an attorney\nconcerning a felony conviction from 1999 on a DWI charge. Felons cannot hold\nelected office under state law. Jones was planning to run for a third term in April.<\/p>\n\n\n\n

  At the end of the Nov. 25\nmeeting, several council members spoke about their admiration of Jones and many\ncalled out his hard work for his ward and the entire city. Councilman Joe Eagan\nspoke first. \u201cThere has been no better advocate for the city than Timmy Jones,\u201d\nhe said. <\/p>\n\n\n\n

   Councilman Gerard Henke\nalso thanked Jones. \u201cI\u2019ve never seen anyone work harder,\u201d he said.<\/p>\n\n\n\n

 \u201cI\u2019m going to miss him,\u201d\nsaid Councilman Keith Schildroth. \u201cHe helped me out with some things and I\nwon\u2019t forget that,\u201d he added. \u201cI want to echo the other council members in\nthanking Tim Jones,\u201d said Councilman Tommy Siam. <\/p>\n\n\n\n

   Councilwoman Jackie\nPagano said Jones had \u201cdone more great things for the city than he could ever\ndo bad.\u201d She recalled being with Jones when he stopped to help a homeless\nperson by giving them money and putting them up in a hotel. <\/p>\n\n\n\n

    \u201cMr. Jones and myself go\nback a long way,\u201d Caputa said, saying that they worked together before they\nwere elected to the council. \u201cHis residents are going to be hurt most because of\nall he did for them.\u201d He added that Ward 2 residents could contact him until a\nnew councilperson was appointed.<\/p>\n\n\n\n

   \u201cNo one will fill his\nshoes like Timmy Jones,\u201d Mayor Timothy Lowery said. He said that Jones\nfrequently came to him and they often drove through his ward together so Jones\ncould show him any problems. <\/p>\n\n\n\n

 2 PUBLIC HEARINGS <\/strong> <\/p>\n\n\n\n

  The council held two\npublic hearings. The first was a continuation of a previously postponed hearing\nfrom the last meeting because City Attorney John Hessel was absent. Hessel\nexplained that the city must abide by state regulations when approving the\nestablishments.<\/p>\n\n\n\n

    One of the new\nregulations would stipulate that a large sign warning about short term loans\nand stating the actual interest rate paid, including the rate if the loan rolled\nover, would be posted in the businesses. The sign would also state that the\nbusiness is not a bank, credit union, or savings and loan.<\/p>\n\n\n\n

    Joe Eagan said he was\nagainst short term lending businesses, but he also worried about \u201cbig brother\u201d\nwatching people.<\/p>\n\n\n\n

   Councilman Ben Parson said that studies have\nshown that there is a disproportionate amount of payday loan establishments in\nFlorissant. There are currently less than five in the city. The city held a\nfirst reading on the bill that would approve the changes. <\/p>\n\n\n\n

FLORISSANT HOLDS PUBLIC\nHEARING ON CODE CHANGES FOR TRAFFIC OFFENDERS<\/strong>: TRAFFIC OFFENDER ZONING CODE<\/strong><\/p>\n\n\n\n

  The second public hearing\nwas about changes to the zoning code to add a state substance awareness traffic\noffender program, probation service, theft offense, domestic violence and\nsubstance abuse service establishment as a special use in the historic business\ndistrict. Building Commissioner Phil Lum spoke to the council about the\nproposed changes. These are court-mandated programs that people must complete. <\/p>\n\n\n\n

   The city\u2019s Planning and\nZoning Commission (P and Z) recommended approval of the change. The Commission\nalso referred the item to the Landmark and Historic Commission for their\nrecommendation. The Landmark and Historic Commission deadlocked three to three\non the matter. <\/p>\n\n\n\n

 Attorney David Naumann\nspoke to the council about the business that has requested the change, EMASS.\nHe noted that the building the business would like to use has been vacant for\nsix years. The same company runs a similar program in Florissant Oaks Center.\nHe said the business would focus on alcohol-related issues. There are now plans\nto cover anger management or domestic violence. <\/p>\n\n\n\n

    Mike Smith is the owner\nof the company, which he founded in 1991. Naumann said that Smith had invested\napproximately $220,000 in the building for the business. Naumann also said that\nthere are currently only two providers of court appointed programs in North\nCounty, one in Hazelwood and one in Overland.<\/p>\n\n\n\n

   Smith was a former state\nprobation and parole officer before founding his company. His business will\nprovide supervised private probation. He said that several courts refer clients\nto them for court-ordered probation. \u201cOur philosophy is to treat people with\ndignity and respect,\u201d he said. <\/p>\n\n\n\n

   The city held a first\nreading on the bill that would approve the changes. <\/p>\n\n\n\n

    The council took action\non several bills. <\/p>\n\n\n\n

  The council passed a bill\nthat adopts the city\u2019s budget for fiscal year 2020. The council also passed a\nbill authorizing the mayor to enter into a contract with the firm representing\nthe city attorney for the next year. They also passed two bills authorizing the\nmayor to enter into user agreements for dispatch equipment and the\ninteroperable radio system with St. Louis County.<\/p>\n\n\n\n

    IN OTHER ACTION, <\/strong>the council:<\/p>\n\n\n\n

 \u2022Approved a request for a\ntransfer of the special use permit for Imo\u2019s Pizza at 1939 Washington Street\nfrom 367 Pizza Company to Florissant IMG Pizza. <\/p>\n\n\n\n

  \u2022Passed a bill that\nauthorized the mayor to enter into an agreement with the St. Louis County Board\nof Police Commissioners to allow Officer Dan Beirmann to serve as an instructor\nat the St. Louis County Police Academy. <\/p>\n","protected":false},"excerpt":{"rendered":"
