\"city<\/a>The Florissant City Council on Monday night passed a bill that will allow golf carts on certain streets in the city. The bill was introduced by Councilman Joe Eagan.<\/p>\n

\u201cIt will essentially turn us into a golf cart city,\u201d Eagan said. \u201cWhen you\u2019re on a golf cart, you tend to stop and talk to people. It\u2019s a great way to meet people.\u201d<\/p>\n

\u201cI fully support this,\u201d Councilman Gerard Henke said. \u201cWard six is great for this.\u201d<\/p>\n

Council President Jackie Pagano said she had concerns about people speeding on streets with golf carts on them. \u201cThis bill worries me. In my area, they have a tendency to have speeding issues. I will be voting no.\u201d<\/p>\n

The council also held a public hearing on the Community Development Block Grant (CDBG) at the council meeting Monday night.<\/p>\n

Carol O\u2019Mara spoke to the council about the grant. The grant is expected to by $212,059. Most of the grant, ($272,059) will be used for the city\u2019s Home Improvement Plan. $5,000 will be sued for Project IMPACT, and $10,000 will be used for Mortgage, Rental and Utility Assistance. O\u2019Mara explained that Project IMPACT was formerly known as the COPS program.<\/p>\n

\u00a0<\/strong><\/p>\n

Florissant City Council: Another Dollar General Coming<\/h3>\n

The council also passed several bills,<\/strong> including one that will allow a Dollar General store at 15275 New Halls Ferry Road.<\/p>\n

\u201cAt one time, when Dollar General came up in front of us, they had a building that wasn\u2019t up to code. It wasn\u2019t\u2019 a full masonry building,\u201d said Councilman Jeff Caputa. He said that they came back in less than 24 hours with a full masonry building. \u201cNow we\u2019re going to have a full masonry building sitting there,\u201d he said.<\/p>\n

Another bill will allow the Spot House Restaurant and Bar to open in Mullanphy Gardens Shopping Center.<\/p>\n

The council also passed a bill that will authorize the repainting of the masonry on the property at 428 Howdershell. The shopping center contains China Wok restaurant, Max\u2019s Meats, the Howdershell Animal Clinic and other businesses.<\/p>\n

\u201cThe business has been in ward 3 for many years and it\u2019s in dire need of a facelift,\u201d Eagan said. He said he would support the bill and hoped that the owner would also improve other centers that they own in the city.<\/p>\n

In other action, the council:<\/p>\n

  • Approved a full package liquor license for A-1 Mart and Package Liquor at 2875 Patterson Rd.<\/li>\n
  • \u00a0Approved a full liquor by the drink license for Spot House restaurant in Mullanphy Gardens Shopping Center.<\/li>\n
