Amendment to Zoning Code Needed For <\/strong><\/h2>\n

New Child Day Care Center in Florissant<\/strong><\/h2>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 By Carol Arnett<\/h3>\n

The Florissant City Council had four public hearings scheduled at the meeting Monday night, but one was postponed and one closed without the petitioner present.<\/p>\n

The first hearing, a request to rezone property at 8115 N. Lindbergh from one commercial district to another for a new Dunkin Donuts was postponed. \u201cHe told me that it would be 30 days before He was ready,\u201d Councilman Joe Eagan said of the petitioner.<\/p>\n

The second hearing was for a request to amend the zoning code to allow for a child daycare in a shopping center under a special use permit. The petitioner requesting the rezoning was not at the meeting.<\/p>\n

The center was off Derhake Road, Councilman Mark Schmidt said. He said that although the center in question was one that may be able to handle a daycare, any change in the zoning code would affect all shopping centers. \u201cUnfortunately, we can\u2019t pick and choose what center we could put a daycare in,\u201d he said.<\/p>\n

City Attorney John Hessel advised the council that they could close the hearing without requesting that city staff prepare a bill that would change the zoning code.<\/p>\n

The third hearing concerned a request by the Florissant Valley Fire Protection District (FVFPD) to allow for the installation of a digital ground sign for the property located at 661 rue St. Ferdinand.<\/p>\n

Joe Phillips, with the company installing the sign, spoke at the hearing. Twelve and a half feet of the sign will be digital and it will be in color.<\/p>\n

Councilman Gerard Henke said he supported the sign. He noted that the city had used its own digital signs for public service announcements. He said the location was well-traveled and many people would see messages posted there.<\/p>\n

The council held a first reading on a bill that would allow the sign.<\/p>\n

Raising Cane\u2019s Coming in 2017<\/strong><\/p>\n

In the fourth public hearing, Bridle Development requested a rezoning of property located at 2710 N. Hwy. 67 from a B-3 Commercial District to a B-5 Commercial District for a Raising Cane\u2019s restaurant. This is in the East end of Surrey Plaza shopping center.<\/p>\n

Bill Barnes spoke to the council about the restaurant. The restaurant, which specializes in chicken fingers, is expanding into the St. Louis area with nine restaurants. He said that they had been looking for site in Florissant for three years. The restaurant will be open until 11 p.m. on weekdays and midnight on weekend. It will open at 10 a.m.<\/p>\n

Matt Fogarty, an engineer on the project, also spoke to the council. The plan was to split existing property into two properties and build a new building for the restaurant. He said that the restaurant would not open for approximately a year.<\/p>\n

\u00a0\u00a0\u00a0\u00a0 In matters action<\/strong>, the council: Passed an ordinance transferring $8,000 from the \u2018Professional Services\u2019 account to the \u2018Equipment Repair\u2019 account for equipment repairs for the rest of the year.
