{"id":16373,"date":"2016-10-04T10:15:23","date_gmt":"2016-10-04T16:15:23","guid":{"rendered":"http:\/\/www.flovalleynews.com\/?p=16373"},"modified":"2016-10-04T10:15:23","modified_gmt":"2016-10-04T16:15:23","slug":"florissant-city-council-meeting-sept-26","status":"publish","type":"post","link":"https:\/\/flovalleynews.com\/?p=16373","title":{"rendered":"Florissant City Council Meeting Sept. 26"},"content":{"rendered":"<h1>Florissant Seeks New Real Estate Guidelines; Dunkin Donuts Proposed<\/h1>\n<h2>By Carol Arnett<\/h2>\n<p>The Florissant City Council held two public hearings at their meeting last week and held a first reading on a bill that would change the residential rental real estate guidelines.<\/p>\n<p>The first public hearing involved a request to rezone property at 8115 N. Lindbergh from one commercial district to another to allow for the construction of a new building for Dunkin Donuts.<\/p>\n<p>Councilman Joe Eagan moved to postpone the hearing until Oct. 24. \u201cI did not receive any building plans on this whatsoever, so I don\u2019t feel comfortable discussing it,\u201d he said.<\/p>\n<p>The council left the hearing open long enough to hear from any citizens who wanted to talk about the bill. Thomas Ray, who lives next to the property, spoke against the property.<\/p>\n<p>Eagan again said that he wanted to see the plans before he discussed the issue.<\/p>\n<p>Another resident wanted to know if this was the same owner as the previous Dunkin Donuts in Florissant. \u201cThis is a different developer,\u201d Mayor Tom Schneider said. He said that there was not a guarantee that a business would do well, and the council could not deny a business because a previous similar business did not do well.<\/p>\n<p>The council voted to postpone the hearing.<\/p>\n<p>The second hearing involved the city\u2019s Fiscal Year 2017 Annual Plan for the Community Development Block Grant. Tineen Hinton, a representative from the city\u2019s Citizen Participation Commission (CPC), spoke to the council about the grant.<\/p>\n<p>The bulk of the grant will go to home improvement programs, with $128,833 going to the Home Improvement Program and $40,000 going to the Home Improvement Program \u2013 Mechanical. $10,000 will go to Mortgage, Rental and Utility Assistance. The reminder of the grant ($44,708) will go to the administration of the grant.<\/p>\n<p>In other matters, the council:<\/p>\n<ul>\n<li>Postponed a bill about would amend the zoning code for clarification of the special use for education development centers in a B-3 zoning district.<\/li>\n<li>Held a first reading for a bill that would replace the residential rental real estate section of the zoning code. There were some speakers at the beginning of the meeting who spoke in opposition to the bill.
