The hearing dealt with a request for a special use permit to Amigo Food LLC, doing business as Rubio\u2019s Fresh Mexican Grill to allow for a restaurant\/ grocery store at 758 St. New Florissant Rd.<\/p>\n<p>The site is near the intersection of Derhake and New Florissant Rd. Marko Felix is the restaurant\u2019s owner.<\/p>\n<p>The council started the hearing at its last meeting and continued it until this week. However, just after Council President opened the hearing, Councilwoman Jackie Pagano moved to continue it until the next council meeting on Nov. 23. \u201cI have not talked to Mr. Felix,\u201d she said. \u201cI do not know if he is still making plans for this property so I would like to continue it until the next meeting.\u201d<\/p>\n<p>No one commented at the hearing, and the council voted to continue it until Nov. 23.<\/p>\n<p><strong>\u00a0\u00a0 In other action,<\/strong> the council passed a bill that authorized a special use permit to New York Grill to allow for the operation of a carry-out restaurant at 540 N. Highway 67. This is near the intersection of Washington at Lindbergh.<\/p>\n<p>The council then passed a resolution authorizing the mayor to make an application under the Municipal Parks Grant for planning services at Manion Park for an inclusive playground.<\/p>\n<p>Todd Schmidt, the director of the city\u2019s parks and recreation department, spoke to the council about the grant. \u201cThis is the first time we\u2019ve ever applied for a planning grant,\u201d he said. \u201cThe resolution before you is a requirement from the St. Louis County Municipal Park Grant Commission.\u201d The resolution authorizes the city to enter into an agreement with a planner for the park. The grant will be reimbursed 80\/20%.<\/p>\n<p>\u201cWe are requesting $8,000 in this upcoming budget,\u201d he said. The commission will reimburse the city $6,400. \u201cThis is a planning grant for a project that we will look to apply for come August 2016 to construct an inclusive playground at Manion Park,\u201d he said.<\/p>\n<p>Councilman Jeff Caputa asked if the playground would be accessible to children with disabilities.<\/p>\n<p>\u201cIt will be an all-inclusive, fully accessible playground,\u201d Schmidt said. He said there were several in the St. Louis area, but this would be the first in North County. The city also held first readings on several bills, most of which dealt with the budget for fiscal year 2016.
