District patrons including\u00a0parent and community leaders packed the\u00a0\u00a0 Ferguson-Florissant Board of Education meeting Nov. 13\u00a0 and voiced their vehement opposition to placing superintendent\u00a0 Art McCoy\u00a0on administrative leave. The meeting was moved to McCluer North in anticiption of the crowd, which was estimated at around 1500.<\/p>\n

The board had voted\u00a0 6-1 to place McCoy on paid administrative\u00a0 leave citing \u201cdifferences in focus and philosophy.\u201d\u00a0 Speaker after speaker asked the board for specifics on these philosophic differences. Board President Paul Morris reiterated that \u201cpersonnel matters are keep confidential in the interest of maintaining employee privacy.\u201d<\/p>\n

On Monday, Morris sent a letter stating\u00a0that the board \u201crecently received information serious enough to require us by law to notify the Missouri Department of Elementary and Secondary Education (DESE). The state Department of Education (DESE) coordinates and regulates K-12 education. Upon receiving the information, DESE has notified us that they will be conducting an investigation.<\/p>\n

This situation remains a personnel matter and is subject to board policy and state law prohibiting disclosure of details, Morris said. \u201cWe will share more information, if possible, from DESE when it becomes available.\u201d<\/p>\n

For almost two hours last week,, district residents\u00a0 praised McCoy and his dedication to the students, demanded his reinstatement, and promised changes after the next school board election.\u00a0 The current board is all white, while the majority who spoke on McCoy\u2019s behalf were African-American.\u00a0 Some felt race was a factor in the board action.<\/p>\n

In a letter sent earlier in the day to staff\u00a0and district residents,\u00a0 Morris said the move\u00a0was not \u201cin any way \u201c racially motivated. \u201cLet me say perfectly clear: The races of the board or of Dr. McCoy played absolutely no role in this decision. We have a strong commitment to diversity and equity.\u201d<\/p>\n

Morris said the board meet\u00a0with St. Louis County NAACP, North County Churches United for Racial Harmony & Justice and its leader Rance Thomas and County Executive Charlie Dooley to discuss these concerns.<\/p>\n

\u201cIt is our job to make\u00a0sometimes very difficult decisions that are in the best interest of our students and we feel that we have upheld our responsibility\u00a0 in the case,\u201d Morris said. He added that\u00a0 the board was\u00a0 grateful for\u00a0 Dr. McCoy\u2019s contributions to the district,\u00a0 and that the matter will be resolved soon.<\/p>\n

Still the audience at the meeting wantedmore information as they cheered the various speakers who came to support McCoy. Among the comments that reflected the audience\u2019s concerns were\u00a0 that Dr. McCoy \u201caccepted every\u00a0 student as if they were his\u201d\u00a0 and \u201cthere is not a more dedicated person than Dr. McCoy. When it comes to the students\u2026. he gets it.\u201d<\/p>\n

A former board member Chuck Henson\u00a0who supports McCoy questioned whether the board can afford \u201cto let him go.\u201d<\/p>\n

McCoy, 37, has been superintendent since July, 2011. McCoy has been with the\u00a0 district since 1999. His salary was listed at $217,644 and\u00a0 his contract\u00a0 was renewed in April and\u00a0 runs through June 2016.<\/p>\n

McCoy has led the district is accepting 430 transfer students from two unaccredited districts and helped raise money to assist with transportation cost for the transferring students. He addressed the state legislature in September on the need for more comprehensive support for failing schools.<\/p>\n

The district\u2019s chief accountability officer,Larry Larrew, is\u00a0 acting superintendent.<\/p>\n<\/div>\n
