Florissant Celebrates 50th<\/sup> anniversary \u00a0 of the 1963 Charter<\/h1>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 2 who wrote the 1963 Charter Attended Event<\/em><\/p>\n

Enthusiastic friends of Florissant gathered in the City Hall Council Chambers\u00a0 May 21 to celebrate the 50th<\/sup> anniversary of the 1963 City Charter by unveiling eleven portraits of Mayors who served under the 1857 Charter. Guests included\u00a0 former Mayor Robert G. Lowery and his wife Carol, Former council members Ken Fowler, Bob Garrett and Glen Goldstein, current Council President Keith Schildroth and Council members John Grib, Pat Stinnett, Jackie Pagano and Mark Schmidt.<\/p>\n

Also in attendance were two members of the Board of Freeholders who helped to write the 1963 Charter; former city clerk Rosemary Davison and former council member Hal Schuckmann. Members of the Kohnen and Goldkamp family with deep roots in the Florissant Valley attended the event.<\/p>\n

Guests enjoyed coffee and desert compliments of DeLish Caf\u00e9, Old Town Doughnuts, and Cornerstone Bakery. Bottled water was compliments of White Auto Body and two varieties of punch were prepared by Beth Goldstein and Kathy Blasingame.\u00a0 A violin duet which included City Building Commissioner Phil Lum provided a musical touch and Dooley\u2019s and The Flower pot florists provided the flowers and plants to grace the evening..<\/p>\n

Florissant was settled in the1760\u2019s by French farmers and fur trappers.\u00a0 The city has existed under the flags of France, Spain, and the United States. In 1786 the Spanish Governor appointed a military and civil Commandant to preside over the Village of St. Ferdinand, establishing our first official local government.<\/p>\n

Florissant operates under a home rule charter adopted by a vote of the people on May 21st 1963<\/em>.\u00a0 This is the fourth state charter under which our city has existed as a municipality following three charters granted by Missouri to the village of St. Ferdinand in 1829, 1843 and 1857.\u00a0 In 1938 the village of St. Ferdinand adopted the French name for our flourishing valley and we became the City of Florissant.<\/p>\n

Under the provisions of this charter, Florissant is governed by the mayor-council form of municipal government with a full-time, Mayor and nine part-time Council members representing nine political wards.\u00a0 The Municipal Judge is an elected official and presides over our Municipal Court.<\/p>\n
